About this role

In Sundbyberg Municipality, we know that education changes lives. We believe in the power of teaching and are serious about our mission: that every child and student should have the right conditions to succeed—regardless of their background. In our operations, we strive for higher goal fulfillment and enhanced equity, both within and between our services. In Sundbyberg's preschools and schools, we develop quality together. Through a unified education organization, we work to ensure that all services collaborate and create the best possible conditions for children's and students' learning and development. At the Department for Learning and Education, we are in the initial stages of a larger transformation effort aimed at sharpening our organization and creating conditions to better meet the needs of our core operations. The Quality and Development Manager is a newly established position within the department. You will be part of the department's management team and work alongside the operational managers to translate strategic goals into concrete plans, structures, and working methods. We are looking for someone who wants to be where the important things happen and who has both the ability and the desire to, together with all our employees, make a real difference for our children and students. Welcome to work with us in the Department for Learning and Education towards our vision: "What do you want to be when you grow up? We make it possible!" Why should you work with us? • You will be part of building the future education organization—from the ground up. • You will have a significant mandate and the opportunity to make a real impact. • You will be part of a management team characterized by collaboration, innovation, and high ambition. • You will work in a municipality with short decision-making paths, engaged colleagues, and a strong focus on development. Our employees perform Sweden's most important jobs every day. Regardless of where we work in the city, we unite in our mission to serve the citizens of Sundbyberg Municipality. We want to provide you as an employee with good conditions to do a great job, feel comfortable, and thrive. Work performance and health go hand in hand. Job Responsibilities Your primary responsibility is to establish a coordinated quality and development organization. The role involves ensuring that systematic quality work becomes an integrated and guiding part of the department's operational development. As the Quality and Development Manager, you will lead the department's quality work, coordinate development efforts, and strengthen the organization's analytical capabilities. You will drive common development areas based on the city's governance model and current situation analysis, and develop a shared quality platform based on the National Agency for Education's national system and model for current situation analysis. You will also provide close strategic and operational support to the Director of Education and the overall management team. Furthermore, you are expected to help break down silos, create a holistic view, and promote collaboration—both within and between the city’s sectors and with external stakeholders. What We Are Looking For To succeed in this role, we want you to have: • Several years of experience leading other managers within public education, such as a school principal or equivalent. • Experience being part of management administration. • Several years of experience in operational work within a politically governed organization. • At least five years of experience as a school leader and completed principal training. • Documented experience in conducting current situation analyses (National Agency for Education's model, Collaboration for the Best School). • Documented experience in leading, coordinating, and developing systematic quality work (SKA) at the municipal level from preschool to high school. • Experience in teaching in the later years of compulsory school or at the high school level. • Documented successful results in leading and driving systematic change and development work. • Very good knowledge of the Swedish language, both spoken and written. • Experience in strategic development work and the ability to translate overarching goals into concrete plans that lead to implemented measures and measurable results. • The ability to lead change and create structure in new organizational contexts. • An academic degree with a pedagogical focus, such as a teaching degree. • University studies in statistics. Personal Qualities We Are Looking For You are a confident leader who builds good relationships with employees. With a positive view of people, you believe that everyone can succeed with the right conditions. You are attentive, flexible, and enjoy collaborating. As a person, you are structured and have the ability to plan, prioritize, and work towards set goals. You are analytical and accustomed to working independently while taking responsibility for driving processes forward. At the same time, you engage colleagues and involve them in development work. Your communication style fosters engagement and ensures that messages and expectations are conveyed clearly. Our Recruitment Process We apply continuous selection and use a competency-based recruitment method. The position is a permanent full-time employment. The start date is as soon as possible or by agreement. We do not accept applications via email. The application deadline is December 1, 2025. Background checks may be conducted.
