Do you want to help shape the workplace of the future and contribute to making Härjedalen Municipality an attractive and forward-looking employer? In the role of HR Manager, you will lead and drive initiatives that strengthen engagement, inclusion, and well-being, while ensuring that the organization offers a work environment where our employees thrive, grow, and contribute to the municipality's development.
In the Härjedalen municipal group, 1,000 employees work. Here, we manage and develop some of society's most important missions: children's learning, quality care, and sustainable community development. To succeed in our shared mission, we need managers and leaders with great commitment and courage. Leadership is a crucial part of our success in fulfilling our missions and is based on the municipality's core values:
• I am here for those who live, work, or visit Härjedalen.
• I maintain a professional approach and treat everyone with respect.
• I see opportunities and want to improve our operations.
About the Department
The HR Department leads and coordinates the municipality's strategic HR work and provides daily support to administrations and municipal companies through advice and specialist services. The department includes payroll functions, HR strategists, as well as staffing and temporary employment management, with a total of 18 employees. The mission is both operational and strategic, responsible for developing, implementing, and ensuring the quality of all HR processes within the municipal group.
About the Role
As HR Manager, you will lead the municipality's HR work and create favorable conditions for managers and employees. You will have operational, budgetary, and personnel responsibility for the HR department and report directly to the Municipal Director. You will be part of the management and corporate leadership team, serve as a presenter in the municipal council, and be responsible for HR processes in the municipality and its municipal companies.
You will work closely with politics, management, operations, employees, and trade unions, representing the municipality in external collaborations. Here, you will have the opportunity to drive development and create value for the entire municipal group.
We are looking for someone who has:
• Relevant university or college education.
• Strong knowledge of labor law.
• Experience in management and leadership.
• Experience in both operational and strategic HR work, as well as experience in collaboration and negotiations with trade unions.
• Experience working in a management team in a larger organization is an advantage.
• Experience in public sector and/or municipal operations is an advantage.
• A valid driver's license (B).
Personal Qualities
As a leader, you value participation, collaboration, and shared goals. You are service-oriented, unpretentious, and solution-focused with strong collaborative skills. You are a clear and motivating role model who embodies the municipality's core values. With a holistic view and strategic perspective, you are flexible and can switch between large and small issues. You have a present leadership style, leverage employees' knowledge, and are a good communicator who expresses yourself easily in both speech and writing.
We Offer
In the role of HR Manager, we can offer you a stimulating job with great development opportunities, where you, together with colleagues within your department and other colleagues, will work for the benefit of the group. We strive to build a team where diversity, creativity, and collaboration are important, and where we work together to create an attractive workplace where we enjoy our work.
