About this role

In Upplands-Bro Municipality, we are approximately 2,000 employees working to provide our residents and visitors with the best possible service and experience of the municipality. After many years of dedicated leadership, our current HR Director will soon retire. We are therefore seeking a communicative and proactive successor who wants to take municipality-wide responsibility for driving HR work forward with us. Here, you will have the opportunity to make a real difference, every day. About the Role: The HR Department belongs to the Municipal Executive Office. The HR Director is part of the municipality's management team and reports directly to the Municipal Director. As department head of HR, you have overall responsibility for approximately 16 employees, including a Payroll Manager and a Negotiation Manager. The department has broad expertise and great job satisfaction. You are the immediate manager of a team of ten employees with various specialized competencies within the HR area. The department's task is to facilitate managers and leaders in developing their operations, fulfilling their assignments, and creating attractive workplaces where employees thrive and develop. You will: - Take overall and strategic responsibility for Upplands-Bro's employer issues - Drive and develop personnel and leadership issues, labor law matters, and wage formation - Be responsible for collaboration and cooperation with labor unions. You understand the importance of good union relations You will also participate in regional working groups and projects as needed. We are looking for someone who has: - Academic degree deemed relevant by the employer - Documented management experience - Solid experience from previous HR roles, preferably in the public sector and politically governed organization - Good knowledge of Swedish labor law, collective agreements, and work environment legislation - Experience in leading change and driving improvement work together with the organization - A broad societal interest where monitoring external developments is a natural part Personal Characteristics: We want a confident, visible HR Director who makes necessary decisions in a trustworthy and courageous manner, with the aim of developing the organization. The position requires skilled communication and the ability to handle cross-organizational issues in a structured way. You also need to be proactive, development-oriented, and able to manage changes in the external environment. Your leadership is characterized by presence and dialogue, where you naturally build relationships and create a work environment where your employees feel seen and included. You create clarity around goals, expectations, and direction. You also understand the importance of follow-up and feedback, at both group and individual levels.
