About this role

We are intensifying our efforts against benefit fraud within the social insurance system. Would you like to contribute? The primary mission of the Swedish Social Insurance Agency (Försäkringskassan) is to administer a large part of the Swedish social insurance system. In 2024, the agency made approximately 21 million decisions and disbursed around 262 billion kronor. The funds paid out are meant for those entitled to compensation, but every year, vast amounts of public resources are lost due to benefit fraud. The consequences are severe, as they undermine trust in our collective welfare systems. We are enhancing our ability to combat benefit fraud by establishing a new department, the Benefit Fraud Department, where we will consolidate Försäkringskassan's expertise, knowledge, and capacity in this area. The department will have a cohesive responsibility for the agency-wide efforts to prevent and counteract benefit fraud, from the operational to the strategic level. This means that the department will play a crucial role in Försäkringskassan's initiatives against fraud and contribute to its development within the area of responsibility, both within the agency and externally. We are looking for a committed and goal-oriented manager for the Crime Prevention section of the Benefit Fraud Department. This position offers you the opportunity to develop and lead an operation with a socially vital mission, together with your colleagues in the department's management group. Responsibilities and Duties Your role is to develop the agency's overall capacity to prevent benefit fraud in the long term. The Crime Prevention section is tasked with providing the department and the agency as a whole with favorable conditions for preventing benefit fraud. As the manager of this section, you are responsible for driving the agency's knowledge development regarding benefit fraud, for example, based on experiences from the department's operational activities involving control investigations and the processing of recovery claims, and ensuring that the agency utilizes all available knowledge when steering and developing operations. You are also responsible for driving the development of tools that the agency can use in the work against benefit fraud, such as IT support and risk profiles. Additionally, the section will identify needs and contribute to rule development work. You will carry out your assignment in close collaboration with other parts of the department and with other divisions within Försäkringskassan. As a manager at Försäkringskassan, you lead the operations with a holistic perspective and based on decisions made. Your commitment to leadership is substantial, and the public service values underpin your work. Through dialogue about the department's and the operation's purpose, goals, and strategies, you create conditions for department managers and employees to take significant responsibility for the section's results and their own development. You will be part of the department's management group, and your immediate supervisor will be the department head. In your role, you support the department head's decision-making and are responsible for ensuring that decisions made are implemented within your operations. As a section manager, you have the responsibility to achieve a relevant balance between operational and strategic work, short and long-term objectives, as well as people and tasks. You have operational responsibility, budget responsibility, and personnel responsibility. The position involves handling sensitive information, which entails high demands for appropriate management. Therefore, it is important that you, as a prospective employee, have a strong sense of security. This is a role for you who wish to take responsibility. We are looking for someone who • has a university degree or equivalent experience and qualifications • has prior leadership experience • has good leadership skills • possesses strong strategic ability with a holistic and developmental perspective • effectively collaborates with others to achieve common goals • has strong analytical skills • takes initiative and acts proactively, drives change, and takes responsibility for results • has good self-awareness and is stable as a person, fostering a trust-building work environment • promotes mutual dialogue, is receptive, and adjusts their communication according to needs and situations • possesses excellent communication skills • has experience in leading cross-functional work. It is advantageous if you • have experience leading through other managers • have experience working with analysis, follow-up, and evaluation. We place great importance on your personal qualities. Additional Information This is a permanent, full-time position, with start date to be agreed upon. A probationary period may apply. In accordance with Försäkringskassan's safety guidelines, background checks will be conducted during this recruitment process. For this position, Swedish citizenship is required. Psychological tests may be used as part of the selection process. Work location: Stockholm (Telefonplan), Gothenburg, or Malmö. Would you like to know more about Försäkringskassan as an employer?
