Operations Manager (Traffic) sought for the Community Building Sector

Your Workplace As the Operations Manager, you will be the responsible leader for an operation that currently comprises two units and a smaller staff. The operation is responsible for all planning of traffic supply, traffic safety measures, and road construction projects, as well as for the physical development of streets and utilities in connection with the implementation of detailed plans. The responsibility also includes issues related to public transport, school transport, and special transport services, as well as parking permits for individuals with disabilities. The operation's responsibilities also encompass the operation, maintenance, and construction of streets, pedestrian and bicycle paths, squares, park areas, and green spaces within public land. The majority of the operation is competitive and procured in accordance with the Public Procurement Act. As the Operations Manager, you will be part of the management team for the Community Building Sector, led by the sector manager. The Community Building Sector includes, in addition to the Traffic operation for which we are now seeking a manager, the operations of Building Permits, Environment and Health, Planning and Development, Development & Operational Support, as well as the urban development company Landvetter Södra Utveckling AB. The sector is part of Härryda Municipality's only administration and is organizationally under the municipal director. The sector's areas of responsibility are primarily politically governed by the municipal executive board, but also include matters where political governance is conducted by the Environmental and Building Permits Committee. Your placement will be at the municipal building in Mölnlycke, located just 15 kilometers east of Gothenburg city center. Your Assignment As the Operations Manager, you are ultimately responsible for ensuring that the operation is conducted in accordance with political mandates and the administration's guidelines, policies, etc. You also have direct personnel and work environment responsibility for five employees. The operation encompasses a total staff of approximately twenty employees. The Operations Manager is responsible for ensuring that the budget for the operation is adhered to and that the operation is conducted efficiently. You will have the support of two unit managers and, of course, the sector's management team, including the sector manager. Requirements for the Position We are looking for someone with a completed university education focused on project management, civil engineering, and/or community building from a broad perspective. The traffic operation is extensive and covers several areas. Recently, the number of major contracting disputes has led to longer negotiations, so it is advantageous if you have experience acting as a representative in contracting disputes. The operation's areas of responsibility and organization require experience in leading through other managers while also being expected to work independently. You can structure and analyze complex issues, communicate clearly about them, and propose action alternatives and solutions based on the operation's areas of responsibility. You also have an interest in, together with the sector's other operations managers, steering and leading the sector's and administration's joint work and assignments. Your role often involves close collaboration with the political leadership, which requires both an interest in and a sensitivity to operating within a politically governed organization. To obtain employment, a police background check must be presented.
