We welcome your application! The Social Care Division is responsible for individuals who need support, assistance, and interventions at various stages of life. Our daily work plays a significant role in the lives of many people in Nyköping Municipality. To meet diverse needs, the division has three operational areas: elderly care, support for individuals with disabilities, and individual and family care. The division has approximately 2,000 employees, with the majority working within its operational areas. The position of Head of Authority pertains to the assessment of assistance within elderly care and support for individuals with disabilities. **JOB DESCRIPTION** The authority will become a separate operational area starting from the fiscal year 2026. This operational area has been created to strengthen the authority exercise within the division, with a particular focus on follow-up, both at the individual level and at the operational level, to provide the committee with assured need assessments for its planning based on population responsibility. The new unit comprises over 40 employees and 4 team leaders, with a larger number of assessors working for the elderly target group. The two main legislations that primarily govern the unit's work are the Social Services Act (SoL 2025:400) and the Act on Support and Service for Certain Disabled Persons (LSS 1993:387). As a manager, you will lead the authority's operations resource-efficiently based on both the committee's assignments and guidelines and budget. Initially, the work involves shaping the new unit while simultaneously driving workplace environment and further development issues. You will work on behalf of the Health and Social Care Committee with the support of the committee's delegation order and the agreement that pertains to the entire division, where the assistance processing is a part. You will report directly to the division manager for social care and be an important member of the division's management team. For support in your work, you have the management team with its staff functions in finance, HR, quality, and IT. Additionally, there are also administrators, fee assessors, housing coordinators, and housing coordinators within the unit, as well as coordinators for contact persons, escorts, and relief workers, as well as assessors for housing adaptations. In addition to the above description, the following points are particularly important focus areas in your upcoming managerial assignment: - To integrate the two units into a cohesive authority unit within the committee's area of responsibility. - To continue ensuring the workplace environment based on Nyköping Municipality's employer ambitions. - To further develop the follow-up structure and cooperation with the service providers of welfare services, both internal and external. - To lead the work aimed at increasing compliance with the committee's guidelines. - To work in consultation with the committee for the continued implementation of new SoL. **QUALIFICATIONS** We are looking for someone who has: - A degree in social work or equivalent education. - Strong and trustworthy leadership skills and several years of experience in leadership positions with personnel, operational, and budget responsibilities. - Experience and knowledge regarding authority exercise and service provision, as well as good knowledge and experience of target groups concerning individuals in need of assistance under SoL and LSS. - Experience working in a politically governed organization. You are an experienced, confident, and trustworthy leader who can proactively drive change and operational development issues within the authority area. We place great importance on your ability to collaborate with political leadership, trade unions, and safety representatives, as well as other operational areas within the division. You work systematically with a longer time horizon and are skilled at creating conditions for a good workplace environment and systematic follow-up work.
