About this role

The County Administrative Board of Skåne is a regional government authority responsible for state administration in the county. We work to ensure that national goals are implemented in the region based on local conditions. Within our assignments, we provide advice, permits, and supervision, as well as develop plans and strategies. We manage natural areas and allocate financial support. We collaborate with stakeholders throughout the county. We have approximately 600 employees and offices in Malmö and Kristianstad. **Description** The County Administrative Board is seeking an experienced water case officer for the water unit in the Department of Nature and Water. Your workplace will be at our office in Malmö. The position is part-time at 20% and lasts for 6 months, starting from January 1, 2026. The employment is intermittent, meaning you will work as needed. The water unit closely collaborates with the water strategy unit and the fishing and restoration unit. Together, we work broadly on water issues in the region, including the restoration of aquatic environments, fishing, supervision of water activities, grants for local water conservation projects (LOVA), liming of acidified waters, protection of drinking water, as well as the development of knowledge and planning materials, environmental monitoring, and water management. Our shared mission is to protect, restore, and develop our aquatic environments and to contribute to the achievement of environmental and fisheries policy goals. The units together have about 40 employees with various educational backgrounds, including limnologists, marine biologists, fisheries biologists, natural geographers, environmental scientists, conservation engineers, agronomists, and geologists. **Responsibilities** The water unit handles various water activity cases according to the Environmental Code. Our cases can involve many different types of activities that affect water: filling, excavation (e.g., during the restoration of watercourses), hydropower plants, land drainage, drainage projects, coastal erosion, water protection in larger road and construction projects, as well as the extraction of surface or groundwater for drinking water or irrigation. You will work on processing cases related to supervision and assessment of water activities, with supervision and assessment of cases concerning ditches, lakes, and watercourses as your primary tasks. Cases related to groundwater and dam safety may also arise. In this role, you will interact with various stakeholders, including other government authorities, landowners, municipalities and municipal companies, businesses, and consultants. The following types of cases are involved: - Independently manage notification cases according to Chapter 11 of the Environmental Code. - Supervise drainage projects and, for example, water extraction from surface water and groundwater. - Supervise compliance with water court decisions. - Preventive supervision through information. - Supervision following notifications from the public may occur. - Consultations prior to permit applications and respond to referrals to the Land and Environment Court in permit matters and appealed supervision cases. We are looking for someone with a degree in a natural science field, preferably in biology with a focus on surface water. You must have documented experience of several years working with the processing of cases concerning water activities across a broad area, including dam safety. A valid driver's license (B) is required. As an employee at the County Administrative Board of Skåne, you have the ability to work both independently and in pairs or larger groups. You are structured, can take initiative, and have a good ability to prioritize as well as to communicate in a pedagogical manner. In your interactions with colleagues and landowners, you need to be confident and secure in your role as an authority. You have the ability to place issues in a broader context, linking them to other subject matters. **Security Classification** The County Administrative Board plays an important coordinating role during societal disruptions, which is why we have high demands for our employees' awareness of security and confidentiality. Some of our positions are security classified and may also involve a military placement within the authority, which means that a security clearance must be conducted before a hiring decision is made.
