About the Workplace The Cultural Administration works to promote a broad arts and cultural life for everyone to participate in. The Cultural Administration has approximately 800 employees who primarily work in libraries, cultural centers, museums, and other cultural activities. Description Do you want to contribute to creating more structure and clarity in how we plan, follow up, and develop our operations - while doing so in a way that builds on collaboration, dialogue, and understanding of everyday challenges? Then you might be the person we are looking for. We are now seeking a Development Leader with a controller orientation for our HR Communication department. The department consists of HR, Communication, Marketing, and Personnel Administration. We are a newly formed department that needs to establish structures for governance, planning, and follow-up. The department is a strategic support function with the mission of contributing to overall goal achievement, development, and attractiveness. The department operates in a creative and inspiring cultural context that stimulates engagement and contributes to a positive work environment. In this role, you will have a central function in supporting the department head, department management team, and unit managers in establishing a uniform and effective approach to planning, follow-up, and analysis. You will be a crucial part of creating conditions for a well-functioning operation, where decisions and priorities are based on facts and shared understanding. The position is a specific fixed-term employment at 100% that extends until June 30, 2027. Work Tasks As a Development Leader, you will, among other things: - Support management and managers individually in planning and follow-up of operational goals and activities, - Develop routines for follow-up, reporting, and documentation in relation to the administration's planning and annual cycle, - Provide support in identifying development areas and contribute to quality improvements and efficiencies of the department's administrative processes and work methods. Your work should contribute to the administration's efforts to streamline administrative processes, - Support the work of developing and following up operational plans, - Prepare documentation, statistics, and analyses to support decisions, - Identify relevant data and factual bases and visualize them effectively to support management decision-making, - Write reports, service statements, and other decision-making documentation, and - Collaborate in the administration's network regarding planning, follow-up, and analysis. In the role, you need to be able to combine analytical ability with good collaboration skills and attentiveness. You have the ability to create understanding around structure and follow-up, and you see the value in developing work methods together with the operation. Your approach is characterized by dialogue, pedagogy, and genuine interest in improvement work. Qualifications We are looking for someone with a degree in public administration, political science, HR, or another area that the employer deems equivalent. You have experience in follow-up, planning, or analysis work, for example, within HR, quality, or other administrative activities. Since the HR area is most affected by current governance and follow-up, we are looking for someone with personal experience in qualified or strategic HR work or deep understanding of HR, its processes, and contribution to operational development. You are accustomed to developing, compiling, and analyzing data to support decisions and development work, and have experience working in the public sector or other large politically governed organization with planning and governance processes. Experience in operational development, process mapping, process management, or quality work is a requirement, as is experience in preparing decision-making documentation and presenting analytical results effectively and accessibly to managers or leadership. Good system proficiency, preferably in Stratsys or similar operational systems, is required, as well as advanced competence in Excel and preferably other systems for statistical processing and data visualization. You are communicative and can clearly convey information and ideas adapted to recipients and situations. You are development-oriented, take initiative for improvements, and continuously reflect on how work methods and routines can be developed to strengthen the department's operations.
