About the position Perido is currently seeking a procurement officer on behalf of our client, an authority tasked with providing services within the public sector, primarily concerning finance, law, asset management, risk management, and administration. This is a part-time assignment (60%) that will be carried out at the authority's office in Gamla Stan, Stockholm, with the possibility of performing some work remotely. Your responsibilities The role of the procurement officer includes conducting needs and market analyses, maintaining supplier contacts, and engaging in dialogue with new suppliers. Additionally, it involves managing quotes, bids, contracts, and supplier selection, as well as conducting independent direct procurements, purchases, and call-offs from government framework agreements. Your key responsibilities: • Independently, and in consultation with the ordering party, handle call-offs from own framework agreements, conduct renewed competitive bidding, manage direct procurements in competition, and carry out advertised procurements. The work is conducted in the procurement system Mercell TendSign. • Manage procured contracts in TendSign, register cases in the case management system Platina, and document work according to the procurement function's routines and planning documents. • Support the authority's procurement officers by managing the shared functional mailbox, responding to inquiries, and providing advice to ordering parties. • Participate in the systematic follow-up of entered contracts both at the departmental level and for individual business-critical contracts. Your qualities To thrive and succeed in the role of procurement officer, strong communication skills and a clear understanding of routines and work processes are required. The role necessitates an analytical approach and the ability to make independent decisions. The ideal candidate should be service-oriented, proactive, and solution-focused, as well as work meticulously and in a structured manner. Qualifications: • Higher education in law, economics, or equivalent education, or vocational training as a procurement officer/purchaser or equivalent education. • At least four years of work experience in similar roles. • Experience working with the procurement tool Mercell TendSign. • Good knowledge of LOU/LUF. • Proficient in MS Office or equivalent. • Ability to communicate fluently in Swedish, both verbally and in writing. Meritorious: • Experience working independently as a procurement officer with minimal supervision, able to produce procurement documents based on existing templates or previous procurements, and familiar with handling cases in case management systems. • Experience delivering results of good quality efficiently, having worked on various procurement projects with varying demands on time, knowledge, and engagement, and possessing the ability and experience to handle situations where ordering parties are unfamiliar with procurement processes. • Good experience with call-offs through renewed competitive bidding, direct procurements, and advertised procurements. • Experience in contract management. Scope and start date Part-time 60%, consultancy assignment until June 30, 2026, with the possibility of extension from August 1, 2026, to January 31, 2027. Start date February 1, 2026.
