About the assignment
As a Procurement Specialist, you will have an independent and varied role with a strong focus on conducting procurements and orders in accordance with the agency's guidelines and LOU/LUF. You will work closely with the agency's clients and support the organization throughout the procurement process. The work is primarily conducted in Mercell TendSign, and you will also be responsible for documentation in the agency's case management system.
Examples of tasks:
* Independently manage orders from framework agreements, including renewed competition
* Conduct direct procurements and advertised procurements
* Perform needs and market analyses
* Manage contracts and update registers in Mercell TendSign
* Register cases in Platina and document according to the agency's procedures
* Assist clients via a functional mailbox with advice and answers to questions
* Participate in systematic contract follow-up at both departmental and contract levels
* Maintain supplier contacts and engage in dialogues with new suppliers
* Handle quotes/bids and select suppliers
Who we are looking for
We are looking for an experienced, self-driven, and analytical procurement specialist with the ability to quickly understand new processes and requirements. You have strong communication skills and enjoy a role where you can drive work forward both strategically and operationally. To succeed in this role, you are meticulous, service-oriented, and structured, with a good understanding of how public procurements should be conducted in a legally compliant and businesslike manner.
To qualify for the role, you must meet the following requirements:
* University degree in law, economics, or equivalent, or vocational training in procurement/purchasing
* At least four (4) years of experience working as a procurement specialist in a government agency
* At least three (3) years of professional experience in similar tasks
* Good knowledge of LOU/LUF
* Experience with Mercell TendSign (strong knowledge)
* Excellent proficiency in Swedish, both spoken and written
* Good knowledge of MS Office or equivalent tools
Meritorious:
* Experience in contract management
* Extensive experience with orders via renewed competition
* Experience working in a process-oriented manner
* Significant experience with direct procurements and advertised procurements
