SVA is entering an exciting future with extensive development and modernization of its advanced properties. As Section Manager/Property Manager, you will play a central role in leading and developing the property area, ensuring that our facilities meet the organization’s high standards—both today and in the future. The Property Section (FAS) is responsible for the agency's premises and operations, from laboratories and administrative offices to storage spaces and technical systems. The assignment is complex and encompasses both the management of existing facilities and the planning of SVA’s future property solutions.
The Property Section (FAS) is a relatively newly established section that is part of the Department of Digitization, Infrastructure, and Security (DIS). The section has overall responsibility for the agency's premises and operations, ensuring they are suitable for the activities at SVA.
**Responsibilities**
In the role of Section Manager, you will have the overarching responsibility for planning the management and development of the property area, as well as the overall operational requirements of the facilities. You will have ongoing technical responsibility for the agency's premises and facilities, preparing decision-making materials and reporting directly to the department head. Your role also includes responsibility for implementing, following up on, and coordinating small and large space adaptations, which often involve significant technical content.
The Property Manager's task will be to lead large parts of the preparatory work in planning and executing the transition to SVA's future property solution. This includes advanced project planning and requirements specification. The property issues at the agency are complex, requiring you to manage the administration of current facilities while also tackling the task of constructing for the future SVA. You will also work on the new tram line issue, which affects the current and possibly future location of SVA’s premises.
As the responsible manager, you will oversee budgeting and the execution of planned maintenance, investments, renovations, and new construction and extension projects. This role also involves external contacts, for example, with the current landlord, dialogue with the municipality, and other stakeholders where communication is necessary. You will have personnel responsibility for 5-10 employees (which may increase/change over time depending on future location solutions) and also include administrative tasks such as invoice management, internal billing of rents, and monitoring project and operational costs within the property area.
In your role, you will also have ongoing and close collaboration with your management colleagues within the department, particularly regarding security, civil defense development, and service operations at SVA. A good understanding of security-related issues is required since the facility is a protected object of national interest.
**Qualifications**
We are looking for someone with a relevant university degree, such as a civil engineering degree or a degree in building engineering, or equivalent qualifications deemed equivalent by the employer. You should have at least five years of experience in a leadership role within property matters, and it is essential that you have experience with complex property solutions/facilities, as a significant portion of the agency's premises consists of advanced technical laboratories, necropsy, destruction, and other spaces. You should be well-acquainted with the construction industry's conditions and legal requirements. Furthermore, we expect you to have project management and negotiation experience along with some experience related to security issues concerning facilities.

**Meritorious**
Experience and knowledge of security laboratories (preferably protection level 3).
Experience working in a government agency.
Experience leading major procurement projects.
**Conditions**
The position is classified for security, meaning that a security clearance will be conducted before employment. The security assessment includes a background check and a security interview in accordance with the Security Protection Act. Employment may begin with a 6-month probationary period.
