About this role

The HR department at the Swedish Customs Authority is responsible for the strategic, tactical, and operational aspects of the agency's common employer policy. We have a strategic responsibility but also work to provide support and guidance within the HR field to the agency's managers. The HR department is responsible for issues related to competence supply, management and leadership, work environment, labor law/negotiation, and wage formation. Within the HR department, there are specialists and generalists who work with HR issues on a national level in various ways. About the position We are seeking an HR specialist with a focus on labor law and wage formation. With us, you will work in an exciting organization that makes a difference in society. In the role of specialist, we are looking for someone with experience in contractual and labor law issues, wage review work including analysis, and negotiation. We prefer that you have worked within HR on relevant issues in an advisory role, have experience collaborating with trade unions, and are accustomed to being an employer representative. The role includes providing consultative support to other colleagues in the HR department and managers at the Swedish Customs Authority regarding labor law and wage formation. The tasks are both operational and strategic. You will investigate various conditions and labor law issues and present these to different target groups, as well as write supporting documents in these areas. You may also work with the entire wage formation process, which includes wage reviews, wage mapping, statistics, wage analyses, and BESTA reviews. (BESTA is the job classification system within the state.) You will also plan and conduct training sessions on labor law and wage formation. The role also involves conducting negotiations with trade unions. You will belong to the Negotiation Unit and be based in Stockholm or Gothenburg. The head of the unit, who is also the agency's chief negotiator, is located at the headquarters in Stockholm. We are looking for someone who has: • at least 3 years of experience in a consultative role supporting managers on labor law issues • good knowledge of labor law and/or wage formation within the state contractual area • negotiation experience • very good knowledge of Swedish, both spoken and written • an academic background in HR, law, or another relevant field, or alternative education combined with relevant professional experience deemed suitable by the employer • Swedish citizenship It is advantageous if you have: • current experience from HR work within the Swedish Customs Authority • experience with the BESTA classification system and the ability to produce, analyze, and present wage statistics • worked both strategically and operationally with wage formation and wage negotiations • experience in planning, conducting, and implementing training • good knowledge of the Office suite • experience working with personnel and payroll systems • knowledge of security protection legislation • experience working with individual cases Personal qualities As a person, you are collaborative and keen to create and maintain good relationships with managers, HR colleagues, and union representatives.
