The Civil Defense Agency has two clear roles: we are the leading, directing, and coordinating agency in civil defense, and we are the sector-responsible agency for the emergency services and protection of the civilian population. Recent security policy developments and Sweden's role as a NATO ally place MSB's work in a historically important context.
The development of Sweden's civil defense and crisis preparedness is moving forward at a high pace, with MSB as the cohesive hub. The Operational Department plays a crucial role in this development, and the department's work is strongly characterized by further developing the organization and working methods to meet the requirements of global developments.
MSB's operational mission is broad, both nationally and internationally, and several parts are time-critical. To act proactively and early identify risks and events with potentially serious consequences, a 24/7 readiness that is ready to act - every day, year-round - is required.
Your Responsibilities and Tasks
MSB's readiness is one of several parts of the agency's operational management system. As an On-Duty Official (TIB), you have a key role in MSB's operational readiness and are the agency's contact point for operational management. The TIB is also responsible for directing and coordinating the agency's initial operational work. The work is based on the TIB function, which during daytime is staffed by both TIB and external monitoring personnel, and you will alternate between working in these roles.
In your role, you are responsible for early risk identification, information verification, and internal and external alerting and information. The work requires curiosity and the ability to develop a deep understanding of MSB's mission, roles, and responsibilities in civil defense, as well as experience in crisis and disaster management in both national and international contexts.
The TIB role requires you to create and maintain good relationships both within the agency and with external actors, and to lead and coordinate operational work even under stressful conditions with limited information.
As a TIB, you need to be able to both lead and be led by others, and you will work with your colleagues in a schedule to cover all hours of the day, either on-site at MSB's office or on standby from home. The schedule includes readiness, currently 7 days per 7-week period and occasionally somewhat longer workdays, which are compensated with time off on other days. You have the opportunity to influence your schedule to fit the rest of your life.
In addition to the scheduled shifts, you will also work on developing methods and processes for the agency's operational management.
Your Knowledge and Competencies
We are looking for someone who has:
- Relevant academic education or other knowledge that the employer deems equivalent.
- Relevant work experience from a government agency, private critical infrastructure, or similar.
- Good knowledge of the Swedish crisis management system.
- Experience in leading and coordinating activities.
- Ability to assess, analyze, and make decisions under time pressure.
- Very good ability to express yourself verbally and in writing in Swedish and English.
It is meritorious if you have:
- Experience of working in an operational management function or in a leading staff position.
- Experience working in an environment with high requirements for information security and security protection.
