About this role

MSB works for a safer society in a changing world, focusing on the development of civil defense. Starting January 1, 2026, we will be the Civil Defense Agency. The Civil Defense Agency has two clear roles: we are the leading, guiding, and coordinating authority in civil defense, and we are the sectoral authority responsible for the preparedness sector of emergency services and protection of the civilian population. Recent developments in security policy and Sweden's role as an ally in NATO place MSB's work in a historically important context. The development of Sweden’s civil defense and crisis preparedness is being accelerated, with MSB as the cohesive hub. The Operational Department plays a crucial role in this development, and the department's work is strongly characterized by further refining working methods to meet the demands posed by external developments. The Operational Department must have the capability to manage crises at both national and international levels — and as allies in war. To ensure our operational capacity, an organizational change is being implemented as we become the Civil Defense Agency on January 1, 2026. Your Responsibilities and Tasks As a communicator with a strategic perspective, your task is to support the department's management in the Operational Department with communication at a strategic level as well as practical execution. You will identify the communicative explosives from a strategic perspective and drive the department’s prioritized communication. Currently, a transformation journey is underway in which we enhance our capability in the role of the leading authority of the preparedness system. An important task for you will be to support this change using communication as a tool. You will also be responsible for systematic managerial communication within the department. This includes consolidating departmental information and other forms of internally directed communication. Your tasks will also include working to develop communicative messages, PowerPoint presentations, and web information. You will have great opportunities to establish structures for the communication work, as the communicator position is new within the department. Your Knowledge and Competencies We are looking for someone who has: - An academic background in media and communication studies or another education or experience deemed equivalent. - Several years of experience in internal and external communication work within public operations. - Experience and ability to provide communication support to managers. - The ability to create overviews and wholes while identifying how best to meet the operational goals related to communication. - Experience in facilitating and leading workshops to develop messages and target groups, for example. - Documented strong ability to communicate both verbally and in writing in Swedish and English. - A good ability and desire to practice the craft of communication. A good ability to create structure will make your workday easier, and your creative inclination will contribute to more enjoyable and effective communication within and from the department. About the Employment We offer you a permanent full-time position that begins with a probationary period. Your work location will be Karlstad. Travel may be required for the position. Most of our positions involve security classification. Typically, Swedish citizenship is required. When placed in a security class, a security assessment with a background check will be conducted prior to employment according to Chapter 3 of the Security Protection Act. Most employees at MSB are assigned to a war position. About Us The role is based in the staff of the Operational Department. The staff's task is to support the department head in directing, planning, governing, and following up on operations. This includes organizational development and work for increased quality and efficiency, coordination, and work with the EU, NATO, and other international issues. It also includes support with meeting planning, case management, and quality assurance. Work in the staff is a team effort. Responsibilities for various processes and issues may shift over time, but the fundamental principle is that we support one another.
