Job Responsibilities
The assignment of the development and evaluation unit is to lead, develop, and partially implement the administration's systematic quality assurance work based on the Education Act. The unit's responsibilities include conducting inter-departmental investigations and analyses. It is also tasked with planning and coordinating inter-departmental research and development projects as well as various support efforts based on the findings.
The role of section manager entails responsibility for operations, finance, and personnel. You will have budgetary and personnel responsibility for 6-7 employees, which is half of the staff in the unit. You will create conditions for a good and health-promoting work environment in your section. Through close, trust-based, and situational leadership, you will organize and distribute work within the unit's assignments, processes, and development work together with another section manager and the unit manager. Together, you will form the unit's management team.

Qualifications
We are seeking a candidate with at least a bachelor's degree in social sciences or in another area that we, as employers, consider relevant. A management or leadership qualification is preferable.
The position requires several years of experience in investigative and developmental work within the public sector and a thorough understanding of both the state and municipal mandates regarding the education sector. Experience in budget and work environment responsibility in a managerial role is an advantage, as is prior experience in leading larger and more complex processes. You also have a willingness to use digitalization as a method for organizational development.
You take into account the larger perspective and view your role based on what benefits the organization best. Creating positive and developmental collaborations comes naturally to you, and you find it easy to engage and involve others. You drive and take responsibility for moving processes forward, and you take and share responsibility to effectively achieve common goals.
About the Workplace
The assignments within the unit vary in scope and character. Some are long-term, such as building collaboration between different support functions and actors in development work, as well as creating conditions for collegial learning processes in the city. Other initiatives are of a more time-limited nature.
It is also integral to disseminate the results of follow-ups and analyses within the administration's activities to contribute to improved goal fulfillment and a learning organization. There are high expectations for collaboration and mutual trust within the administration, as well as ongoing monitoring of the external environment and the exchange of experiences with other municipalities and actors. Staff members from the unit participate in several joint development processes in Malmö city. The unit also supports the administration's management in its contacts and dialogues with national actors. Research and proven experience are used to support the development of the operations.
