About this role
The Swedish National Board of Health and Welfare (SBU) is a knowledge authority under the Ministry of Social Affairs, tasked with conducting scientific evaluations of methods in healthcare, including dental care. SBU is also responsible for scientific evaluations of social services and interventions supported by the Act on Support and Service (LSS). At SBU, collaboration is the foundation for a positive work environment and the core of daily operations and product quality. The agency has around 100 employees.
SBU is growing and has reorganized its operations. The new organization took effect on September 1, 2025. The Department of Health and Healthcare has three units focusing on pharmaceuticals and medical technology, somatic health, and mental health.
Unit Description
The Unit for Pharmaceuticals and Medical Technology is responsible for SBU's work within the EU's new HTA Regulation (HTAR) and other scientific documentation related to pharmaceuticals and medical products. The unit is also the home of SBU's international coordination. As unit manager, you will lead approximately 8 committed employees with expertise and substantial work experience in the unit's areas of expertise. The work within the EU's HTA Regulation is under development, and you are expected to be responsible for developing processes, working methods, recruiting, and gradually expanding the unit's size. A crucial part of the assignment is to promote collaboration – both internally within the agency and externally with other national and international stakeholders.
Job Responsibilities
You will lead, develop, and be responsible for the unit, which includes overall responsibility for personnel, operations, budget, and work environment. Together with your colleagues, you will strive towards the agency's vision of "scientific foundation for better health and welfare". You are responsible for quality assurance in the unit's projects and lead the work of following up goals, projects, and activities. Furthermore, you will contribute to creating a positive work environment that encourages collaboration and creativity.
Other examples of job responsibilities include:
• Representing SBU nationally and internationally, such as in EU HTA Regulation organizations, to the Government Offices, other agencies, professional networks, knowledge governance partnerships, media, and the public.
• Closely collaborating with other unit managers within the department, the department head, and other agency managers
• Driving the development of employee engagement and working to create a health-promoting work environment within the unit
• Responsible for monitoring developments in the unit's area of expertise.
Qualification Requirements
• Documented and current management experience
• Good knowledge of HTA methodology
• University education in a relevant field for the unit
• Several years of experience working in pharmaceuticals or medical products
• Excellent Swedish and English skills, both spoken and written.
Meriting Experience
• Experience in management, including personnel and budget responsibility
• Experience working within or in collaboration with EU administrative bodies
• Doctoral education in a relevant field for the unit.

Scope and Commencement
This is a permanent full-time position (100%). SBU applies a 6-month probationary period. Commencement by agreement.
