About the Workplace
The Community Building Department has around 100 employees and is responsible for providing service and support in a wide range of areas, including urban planning, housing adaptation grants, expansion of fiber networks, Land and Development (MEX), Geographic Information Systems (GIS), project management, property management, streets and parks, nature and ecology, culture, recreation, meals, cleaning, water and sewage.
The department consists of the Head of Department, five divisions, and one unit: the Secretariat, Service Division, Planning and Authority Division, Culture and Recreation Division, Water and Waste Division, and the Administrative Support Unit. The department is also responsible for operational assignments for the Building and Environment Authority.
We expect our leaders to take responsibility for their own operations and its contribution to the whole and to have the ability to see their own role in a larger context through self-reflection. The role involves close collaboration with the municipality's other operations. As a leader, you engage your employees with trust and break down overarching goals into concrete actions. You report to the municipal director and are part of the municipality's strategic management team.
Responsibilities
As the Head of the Community Building Department, you will play a crucial role with budget, personnel, and result responsibility for the entire department. You will ensure efficient services, lead strategic community development projects, and drive change initiatives that develop operations with a focus on sustainability, innovation, and future needs.
With creativity, responsiveness, and confidence, you will lead the department forward, inspiring others through clear, communicative, and inclusive leadership. You drive development with courage and curiosity, seeing opportunities where others see obstacles.
An important part of the mission is to build a cohesive and inspired management team, where you coach your leaders with warmth and trust to grow and develop as leaders. In this role, you will work closely with both the board and municipal management, where your engagement and ability to create good relationships make a real difference.
Qualifications
We are looking for an experienced leader who, with warmth, clarity, and commitment, creates structure and momentum in a complex organization, helping people grow in line with the mission.
You have a relevant higher education, preferably in community building. You also have documented experience leading other managers within operations governed by a board, committee, or political leadership in either the public or private sector.
We believe you are a leader who can confidently and inspiratively lead through others and create clear leadership throughout the organization. You have both strategic insight and a good understanding of operational work; additionally, you have experience in change management as well as successfully driving both development and delivery work. You also possess a good understanding of community building issues and preferably knowledge of the legislation governing this area.
As a person, you are unpretentious, clear, and perceptive, creating trust, building relationships, and helping people grow. You communicate effectively and inspiringly, both in management contexts and internally within the organization.
