About this role

**Description** We are seeking an engaged and strategic Head of Community Planning who wants to lead the development of a sustainable and attractive community in Ljusdal Municipality. In this role, you will play a central part in creating the conditions for housing development and infrastructure, which make our municipality a great place to live, work, and grow. In Ljusdal, we have significant opportunities to influence our future. As the Head of Community Planning, you will be a key person in shaping a municipality where living environment, growth, and sustainability go hand in hand. The unit consists of ten employees working as planning engineers, cartographers and survey engineers, municipal ecologists, land administrators, GIS coordinators, and forest managers. From the beginning of 2026, the unit will belong to the Environmental Sector. This position is part of the sector's management team and reports to the sector manager. **Responsibilities** As the Head of Community Planning, you will have personnel, financial, and work environment responsibilities within the unit. This includes, among other things, being expected to: - Lead and develop the operations with a focus on collaboration, quality, and efficiency. - Be responsible for strategic issues related to sustainable community development. - Support staff and politicians in planning and development matters. - Represent the municipality in external collaborations and networks. - Ensure good service and legally secure processing within the unit's areas. - Be responsible for personnel matters such as recruitment, professional development, and systematic work environment efforts. - Motivate, support, and develop employees towards common goals. - Have a strong ability to build relationships and collaborate with various stakeholders. We expect you to lead and manage the unit in financial balance, focusing on goals, results, and ensuring that employees enjoy their work. You need to maintain focus on both the whole and the individual. You are service-oriented and a good communicator, both verbally and in writing. **Qualifications** We are looking for someone with an academic degree in physical planning, community planning, architecture, environmental science, engineering, or other relevant education deemed equivalent by the employer. You have documented experience in leadership and strategic work, as well as a good understanding of planning and building legislation and the municipal decision-making process. **Personal Characteristics** We are looking for someone who: - Is stable, secure, and has good self-awareness. - Has the ability to plan, organize, and create structure. - Has a strong ability to build relationships and collaborate with various stakeholders. - Is curious and innovative, willing to try new ideas while maintaining focus on goals and core activities. **Meritorious** You have at least 1 year of experience as a manager in municipal operations and/or work within a politically governed organization. **Other** The position is a permanent full-time employment with a start date to be agreed upon.
