Värmdö is the meeting place of the archipelago, offering a unique combination of the serene beauty of nature and a more urban lifestyle. Our mission is not just one, but many: schools, real estate, social services, harbors, healthcare, libraries, care, and many more. We strive to ensure that all residents of Värmdö can live a rich and free life. We want to be the ones who enable the dream of a vibrant and secure environment for homes, families, and businesses.
To succeed fully in this mission, we must possess a wide range of competencies and work together towards a common and trusting work culture, built on courageous, responsible employees who understand the needs and desires of the residents.
**Community Development Office**
Within our office, there are approximately 225 employees who together drive sustainable community development based on the goals and vision set by the political leadership: Värmdö - an island world of opportunities. The office's responsibilities include physical planning of land and water, nature and cultural heritage, infrastructure, and mobility. We build and manage roads, public spaces, and community properties.
Our working method is characterized by daily and effective collaboration, where we operate based on a project-oriented approach. We achieve good results through close cooperation with many departments within the municipality.
The Early Stages Unit (from January 1, 2026, the Land and Development Unit) is responsible for the municipality's land holdings and implementation issues during the detailed planning and development phases. This means we handle technical, financial, and property legal matters, negotiate with construction actors, and carry out land allocations. Furthermore, we are responsible for managing and developing the municipality's land holdings by buying, selling, and leasing municipal land. We work project-oriented and maintain close collaboration with other departments within the municipality.
In the role of Project Manager for Development, you will serve as a development engineer in our community development projects. You will oversee implementation issues and be responsible for negotiations and contract writing with construction actors, property owners, and authorities within the framework of our community development projects. The role also involves supporting our land management organization in land surveying-related matters connected to the municipality's land ownership.
You will work closely—often in project form—with, among others, planning architects, water engineers, landscape architects, ecologists, the municipal antiquarian, project controllers, and traffic engineers, as well as engage in dialogue with developers and contractors. A key part of the role is to create and maintain good collaborative forms between the municipality's various competencies and external parties.
We are looking for someone with a background in land surveying who can help us develop both our operations and Värmdö municipality, as our unit has a broad responsibility for land and development activities in the municipality.
You should have a law degree or a master's degree in land surveying or community development with a focus on land and property law, or equivalent education/experience.
You should have worked as a cadastral surveyor for at least five years. You possess a very good understanding of property law and surveying issues.
We consider it an advantage if you have experience working with municipal development projects and can assess the technical and economic conditions of projects from a municipal holistic perspective, that you have experience working in a politically governed organization, and that you have worked on land acquisitions.
As a person, you are curious, meticulous, and have a developmental working approach with a genuine interest in community building and sustainable development. You are structured and analytical, work independently, and take great responsibility for your tasks.
This is an outward-facing role with both external and internal contact points, which requires good communication and pedagogical skills. We have a good collaboration within the unit with a willingness to work together towards the organization's goals, which is why we place great importance on your personal qualities.
For this position, the presentation of a valid extract from the police criminal record is a prerequisite for employment.
Värmdö municipality offers a wellness allowance, SL card with net salary deductions, vacation conversion to extra days off, and much more. We also actively work to create health-promoting workplaces with a good working environment and apply smoke-free working hours.
We value the qualities that diversity brings to the organization and therefore welcome applicants from various backgrounds.
The position is full-time and is a permanent employment with a start date according to agreement.
