Project Manager for Government Agency Merger

Growth Analysis is tasked with evaluating and analyzing the effects of state efforts for sustainable growth and providing documentation and recommendations for policy development, review, and optimization. In the budget proposal for 2026 (prop. 2025/26:1), it is proposed that Traffic Analysis be incorporated into Growth Analysis and that a consolidated analysis and evaluation agency with responsibility for growth and infrastructure be formed. The new merged agency will come into effect on January 1, 2027. We are seeking a project manager for the incorporation of Traffic Analysis into Growth Analysis. Job Responsibilities We are now seeking a project manager who will be responsible for implementing the government's mandate to incorporate Traffic Analysis into Growth Analysis. According to the assignment, the new merged agency will come into effect on January 1, 2027. In the role of project manager, you will lead the work of developing a comprehensive merger plan, identifying and structuring the issues and actions that need to be addressed. You will be responsible for driving the process forward and ensuring that necessary documentation is prepared in collaboration with employees from both Growth Analysis and Traffic Analysis. The work also involves initiating and preparing decision points, and closely collaborating with the Director General and the Business Support department to plan for the new agency to come into effect according to schedule. You will have extensive contacts with managers and employees from both agencies, and if necessary, engage in dialogue with the Government Offices, especially the Climate and Business Department and the Rural and Infrastructure Department. The role requires good collaboration skills, structure, drive, and experience in leading complex change projects within public sector operations. The position is located in the Business Support department in Östersund or Stockholm. The position involves working at both offices. Qualifications We are seeking someone who has: • Relevant academic education, such as in political science, economics, urban planning, law, or other education deemed equivalent by the employer • Experience with the Government Offices and government assignments • Management experience or project management experience in complex public administration processes • Good understanding of state administration • Experience in strategic planning • Familiarity with working closely with/in management groups Important for success in the project manager role is that you: • Have excellent planning and structuring abilities • Have a communicative work approach • Can drive a process forward • Can identify decision points and prepare decision-making documentation • Create conditions for dialogue and collaboration • Can delineate, specify, and delegate issues handled by agency personnel • Have a good overall perspective and understanding of how different parts of the organization interconnect We place great emphasis on personal qualities such as attentiveness, collaboration ability, flexibility, adaptability to changing conditions, and relationship-building skills.
