About the workplace We are seeking a Project and Development Manager who wants to drive development within social services - with a focus on welfare transformation and our mission as a model municipality for developing disability policy. Orust is one of ten municipalities in Sweden selected as a model municipality - a unique opportunity to test new working methods and develop disability policy for a more inclusive society, together with the Agency for Participation (MFD) and the Swedish Association of Local Authorities and Regions (SKR). At the same time, a comprehensive development work is ongoing within social services where we strengthen preventive work, build new forms of collaboration, and create better conditions for people to live safe, active, and participatory lives. In this work, you will play an important role. Your tasks As a development manager, you will work both strategically and practically to lead and coordinate various development processes within social services. You will be a driving force in translating goals and strategies into action and creating engagement in the organization. You will be part of the management for Social Support and Individual and Family Care (IFO) and collaborate closely with operations managers on strategic issues. By coordinating, analyzing, and developing well-grounded documentation, you will contribute to creating holistic, high-quality, and long-term development in the operations. In your work, you will, among other things: • Be the coordinator for the model municipality assignment, responsible for planning, implementation, follow-up, and be part of networks with MFD, SKR, and other model municipalities. • Coordinate and drive other development processes and projects within social services, such as Housing First, meeting places, participation, and social sustainability. • Lead workshops, network meetings, and presentations in various contexts - internally, in collaboration with other actors, and in regional or national forums. • Contribute to welfare transformation and implementation of the new Social Services Act, focusing on participation, accessibility, and preventive work. • Ensure that user participation, gender equality, and children's rights perspectives are integrated into development work. You will also be part of the Care Sector's development group - a cross-professional forum that, under the sector manager's leadership, coordinates and drives the sector's joint development work forward. About you You are a person who enjoys working at the intersection of strategy and practice - who can create structure, drive processes, and simultaneously inspire others. You have: • Relevant university education, such as in social sciences, social work, public health, or similar. • Experience in development work within the public sector, preferably in social services, care, or welfare development. • Experience in leading processes and projects involving multiple stakeholders. • Ability to communicate and create engagement, both in meetings with employees and in presentations for policymakers. • Strong analytical skills and experience in translating strategies into concrete actions. You have a strong commitment to creating better living conditions for people with disabilities and others who need support from society. You believe in every person's right to participation, equality, and self-determination - and want to contribute to realizing this in practice. It is meritorious if you have experience in disability policy, welfare issues, social sustainability, or collaboration with civil society.
