Description The Individual and Family Care (IFO) is part of the social services and is led by a manager and three subordinate unit leaders. The operations include Child and Family/Family Law/Foster Care, Open Care, as well as Financial Assistance and Adult Services. Älvkarleby Municipality offers you a meaningful, exciting, and varied job in a smaller municipality with short decision-making paths and close collaboration, which also characterizes our Individual and Family Care operations. There is an opportunity to work from home to some extent. Our premises are centrally located in Skutskär, close to restaurants, shops, and public transport. With about a five-minute walk to the train station and about a minute to the bus stop, it is easy to commute to and from work. Job Responsibilities Do you want to help shape the future of social services in Älvkarleby Municipality? We are now seeking an Operational Development Leader who wants to drive the work towards a more preventive and sustainable Individual and Family Care – in line with the new intentions of social services. As an Operational Development Leader, you will combine strategic thinking with practical implementation and contribute to making the operations both sustainable and efficient. You will play a key role in our transition towards a working method that places early and preventive measures at the center. You will coordinate development work within IFO to strengthen the preventive perspective, reduce the need for more intrusive measures, and contribute to long-term sustainable finances. The goal is to decrease the need for more extensive and costly interventions while increasing the quality and legal security of the operations. Your strategic responsibilities will include analyzing current working methods, flows, and decisions to identify areas for improvement related to early and preventive measures. You will lead development projects and processes that strengthen the preventive perspective throughout the organization. Your tasks will also include reviewing open care measures so that the board can decide whether they should be converted into non-needs-tested decisions. The operational part involves coordinating and supporting the implementation of new working methods, methods, and routines in line with the intentions of the law. You will also ensure that the changes are put into practice and followed up. You will report directly to the IFO manager. Close collaboration with the unit leaders for each area is crucial for the changes and improvements to be successfully implemented. Expected outcomes include an increased share of preventive and early interventions in relation to more intrusive measures and reduced standard costs through more efficient, needs-driven, and legally secure interventions. Qualifications We are looking for candidates with a degree in social work or another relevant higher education. Experience in Individual and Family Care is required, as well as experience working with development issues or project management within the areas of Individual and Family Care. We also want you to have a good understanding of the new Social Services Act and its focus on preventive and holistic work. Personal Attributes You possess strong analytical skills, are structured and communicative. You have a good ability to translate the intentions of the law into practical work. You can create engagement, participation, and consensus in change processes. You are proactive and easily build trust.
