The department coordinates and supports all the work of the municipal group by systematically managing environmental and climate work, as well as driving progress towards our ambitious environmental and climate goals with the help of initiatives such as the Viable Cities innovation program. Currently, efforts are underway to ramp up the pace of environmental and climate initiatives. We have developed new working methods and new governance and management structures that will soon be launched. Many aspects are still being developed—therefore, there are excellent opportunities to help shape the work moving forward. Borås Municipality is in an expansive phase with several exciting development projects within the community building process, where the Community Building Administration plays a central role. The administration consists of approximately 115 employees and operates in the areas of building permits, detailed planning, surveying, map production, strategic community planning, land and development, as well as environmental and climate issues within the community building process. The administration also includes two support functions: finance and HR.
With more than 114,000 residents, Borås is the country's thirteenth largest municipality and is large enough to offer a wide range of entertainment, culture, and services. At the same time, everything is conveniently accessible. The city’s good location and proximity to the university make it attractive for both residents and businesses. With well-developed public transport, Borås is connected to Gothenburg and Jönköping, creating a labor market region. Much positive development has occurred in Borås, with many significant challenges remaining where the Community Building Administration plays an important role.
The Environmental and Climate Department addresses issues related to environmental, energy, and climate transition as well as physical community planning. In close cooperation with other competencies within the city, we work to develop working methods and conditions aimed at reducing our negative environmental and climate impacts and adapting society for the changing climate. This occurs, for example, through our collaborative forum with the Environmental Administration’s biologists and environmental inspectors. The positions within the Environmental and Climate Department currently include a process leader, three environmental strategists, three community planners, and a project manager.
**Environmental Strategist with Focus on Climate Transition and Change Management**
**Responsibilities**
Together with your colleagues, you will initiate and drive processes that accelerate environmental and climate work. Your responsibilities will include further developing processes, methods, and working practices. A key part of the role is also to assist the organization with your climate expertise to maximize the effectiveness of these efforts.
The role has a specific focus on proposing, anchoring, and supporting the implementation of environmental and climate measures for Borås Municipality to reduce our climate impact. You will also be involved in collaboration with the business community and civil society, where we develop joint initiatives and climate measures that extend beyond the municipal organizational boundaries. Your work will include ensuring that Borås Municipality reports on and follows up the environmental and climate work to external parties such as the Västra Götaland Region through Climate 2030 and Viable Cities.

**Qualifications**
We are looking for candidates with a university degree in sustainability, change management, or another relevant qualification deemed appropriate by the employer. You should have several years of professional experience in environmental and climate work at a strategic level, where you have driven projects and/or change initiatives in organizations, contributing to reduced climate impact. This should include expertise in climate change and significant knowledge of local/regional climate measures for reducing climate impact.
It is advantageous if you have:
- Experience in measuring and/or quality assurance methods for climate benefits, preferably applied across multiple sectors.
- Experience with gap analyses and roadmaps.
- Knowledge of different types of incentives and regulatory measures for climate transition, such as carbon budgets, as well as experience in implementing these in working methods and organizational structures.
- Experience in project management and/or process management, both with a core focus on or elements of change management.
- Experience leading groups and networks, both within and outside your own organization, with a change-oriented focus.
- The ability to assess the consequences of climate measures from multiple perspectives, such as economic, environmental, or social perspectives.
- Experience with how municipalities are governed and operate.
