Head of Land and Development at Kristianstad Municipality

As the Head of Land and Development, you will be responsible for leading and developing the land and development operations in the municipality. You play a crucial role in collaborating with other municipal departments, elected officials, government agencies, developers, and non-profit organizations. You will work strategically and operationally towards sustainable community development and to achieve the planned pace of infrastructure, housing, services, and commercial land development.
You will have personnel, financial, work environment, and operational responsibility for 14 employees. The role also includes actively working on business development. As a unit manager, you will report to the department head and be part of the department's management team.
Together with your team, you will develop the strategic work. A key part of this is building relationships and creating strong collaborations both within and outside the municipal organization. Internally, this involves close dialogues with colleagues in other departments, while externally, it may involve creating sustainable agreements with stakeholders such as developers and property owners that endure over time without compromising business integrity.

Who are you?
You who are applying have a higher education in urban planning, surveying, or another qualification deemed equivalent by the employer. We prefer that you have completed some leadership training and have a well-documented experience and capability in leadership. It is advantageous if you have taken courses in property law and property economics as part of your education or as separate courses.
We expect you to have extensive and broad experience working with land and development issues, including processes in the planning stage, implementation, and project follow-up. You have experience in contract writing, negotiation, and implementation issues. Experience in property law and property economics is required for this position, as well as a good understanding of legislation in the area. We also want you to have documented experience as a manager, and if you have been a manager in the public sector or in the field of community development, it is an advantage. We appreciate experience working with or in a politically governed organization.
Naturally, you handle IT tools as a natural part of your work. Excellent communication skills in both spoken and written Swedish are a prerequisite for the position. If you are also comfortable communicating in English, both spoken and written, it is an advantage. You should hold a valid driver's license (B) to easily navigate around the municipality when needed.
As a leader, you create conditions for your area of responsibility by understanding the relationship between the whole and its parts. This requires analytical skills to understand the consequences of different courses of action. You are good at anchoring the unit's goals and can create qualitative communication through dialogue and feedback. As a manager, you think long-term and always represent Kristianstad Municipality.
As part of the recruitment process, a security clearance will be conducted in accordance with the Security Protection Act.
About the Land and Development Unit
The Land and Development Unit works on development projects for sustainable community development in Kristianstad Municipality. We lead and coordinate community development projects from overarching comprehensive plans to individual agreements for implementation. As representatives of the municipality as property owners, we strategically develop and optimize the municipal land holdings. We conduct sales and purchases of land and initiate planning for residential and business establishments.
Our unit is part of the Community Development Department at the municipal executive office, which, in addition to land and development, includes the biosphere and nature center units and the sustainability unit. The unit consists of 14 employees with various responsibilities within the land and development process. The municipality is currently in an expansive phase, with several larger development projects either underway or in the pipeline.
The municipal executive office is responsible for strategically leading, coordinating, and developing the municipality's operations. This includes functions such as finance, HR, IT, communication, citizen center, business, tourism, and shared services. With our approximately 700 dedicated employees, we operate under the leadership of the municipal council to create positive development for everyone in our municipality.
