About this role

Job Description: We are seeking a License and IT Agreements Manager to lead and develop a central function for license and IT contract management, and act as a requirements specialist within Software Asset Management (SAM). The role is complex and requires strong analytical skills to manage an organization in transition with increasing digitalization and expansion towards future strategic goals. The License and IT Agreements Manager role involves strategic and operational responsibility for the organization's management of IT contracts and licenses. The role is central to ensuring cost-effectiveness, regulatory compliance, and quality in license provisioning, as well as further developing structures, processes, and routines in this area. The position is located within IT strategy and governance and functions as an expert support for the entire organization. The purpose and goal of the assignment is to manage, further develop, and consolidate the organization's License and IT Contract Management function. Create and maintain a comprehensive overview, processes, and routines for all licensed software and IT contracts, their usage and costs. The role will contribute to strategic planning, effective management, and proactive work. The goal is to have a secure, predictable, cost-effective, and impactful management of licenses and contracts. The assignment includes the following tasks: Contract Management • Responsible for establishing, managing, and renewing contracts, requiring knowledge of technology, copyright, and commercial terms. • Negotiation, review, and follow-up of IT contracts. • Administration in ERP systems with financial follow-up. • Archiving and traceability of contracts. • Design and management of framework agreements and strategic IT contract work. • Collaboration with various divisions and departments, as well as other authorities. • Ensuring clear division of responsibilities and effective routines between IT management, procurement, and central IT functions. License Management • Advising on the development of policies and guidelines for SAM. • Steering the process for license purchases and installation, coordinating with central IT support for software installation. • Inventory, analysis, and optimization of license models and license usage. • Identifying and minimizing risks associated with incorrect license usage that may lead to legal consequences. • Purchasing, extending, and phasing out licenses, and providing support and advice to the organization on license issues, especially when acquiring new services and cloud solutions. • Managing license portals, allocation, and retraction of licenses. • Lifecycle management including end-of-life and extended support. Operational Support • Support to administrations and projects in budgeting and forecasting. • Checking quotes and invoices against contracts. • Collaboration with procurement and legal departments during contract negotiations. • Continuous reporting to IT management and presenting to CIO and Director General for major contract signings. Analysis and Reporting • Reviewing license and contract data from multiple internal sources. • Statistics and follow-up from both economic and delivery perspectives. • Participation in internal/external audits and national audit office reviews. Mandatory Requirements • College/university education in IT (minimum 120/180 credits). • At least 10 years of experience managing IT-related contracts (such as creating, signing, and analyzing contracts) within the past 15 years. • At least 5 years of experience working with license management, such as volume licenses, client/server, and cloud services within or for larger public organizations (more than 2500 employees) within the past 8 years. • At least 5 years of experience working with public procurement (LOU/LUF) within the past 8 years. • At least 3 years of experience working with or against major software providers: Microsoft, Oracle, and Adobe. Meritorious Requirements • Relevant certification in license management and/or contract management, such as CSAM or Certified IT Contract Strategist. • At least 1 year of work experience in the electricity market and/or power systems. • Documented experience in implementing support functions for lifecycle management of contracts and/or licenses.
