License and IT Contract Manager

Job Description: License and IT Contract Manager for Energy Sector Authority This is a full-time consulting assignment. The Assignment We are seeking a License and IT Contract Manager to lead a central function for license and IT contract management and serve as a requirements specialist in Software Asset Management (SAM). The role is strategic and operational, responsible for the authority's IT contracts and licenses, including cost-effectiveness, regulatory compliance, and process development. You will function as an expert support for the organization and contribute to strategic planning and proactive management. Work Tasks Contract Management: Establish, renew, and follow up on IT contracts, including framework agreements and strategic contract work. Ensure clear routines and responsibility allocation, and collaborate with various departments and authorities. License Management: Advisory on SAM policies, steering license purchases and installations, analyzing and optimizing license usage, managing risks, portals, lifecycle management, and support for cloud services and new services. Operational Support: Support budgeting and forecasting, invoice and offer control, and collaborate with procurement and legal departments during contract negotiations. Reporting to IT management for major contracts. Analysis and Reporting: Review of license and contract data, follow-up from economic and delivery perspectives, and participation in internal and external audits. Additional: You may, in consultation with the client, work on other projects with similar levels and tasks. Requirements (MANDATORY) - Fluent Swedish in speech and writing - University degree in IT (minimum 120/180 credits) - Minimum 10 years of experience managing IT-related contracts in the last 15 years - Minimum 5 years of license management experience with volume licenses, client/server, and cloud services in large public sector (over 2,500 employees) in the last 8 years - Minimum 5 years of public procurement experience (LOU/LUF) in the last 8 years - Minimum 3 years of experience working with/for major software providers: Microsoft, Oracle, and Adobe Merits - Relevant certification in license or contract management (e.g., CSAM or Certified IT Contract Strategist) - At least 1 year of work experience in electricity market and/or power systems - Documented experience implementing support functions for contract and license lifecycle management Additional Requirements The position requires security screening and background check according to applicable regulations.
