About this role
Do you want to lead a mission that makes a real difference for residents and employees?
We are seeking a Unit Manager for Quality and Development. Quality and Development is part of the social services department's staff and works to support the entire organization in matters related to monitoring, quality, and improvement. We collaborate closely with operations, digitalization, HR, and finance. The social services department in Järfälla Municipality is responsible for areas such as elderly care, disability services, and individual and family care (IFO). The department operates with courage, commitment, and flexibility - and we do it together!
We offer you an exciting and meaningful managerial role with excellent opportunities to influence and develop the future of social services. Here, you will lead a qualified team with extensive expertise in areas such as quality development, procurement, monitoring, welfare crime coordination, project management, and assignments from the board.
Together, you will develop common working methods, strengthen legal security, and contribute to ensuring that the operations and the department achieve their goals.
Your immediate supervisor will be the Head of Development, and you will work closely with the Head of Digitalization to ensure that the quality and development work aligns with the department's digital transformation.
The work requires an agile and learning-oriented approach, where you, together with the operations, develop solutions that create benefits for both employees and residents.
RESPONSIBILITIES
As the manager for Quality and Development, you will, among other things:
• Lead the unit with personnel, budget, and work environment responsibilities.
• Lead, coordinate, and develop the systematic quality work throughout the social services department.
• Ensure and develop common processes for planning, monitoring, and improvement.
• Coordinate procurements, contracts, and follow-ups.
• Be responsible for the department's work with welfare crimes.
• Contribute to analysis, reporting, and decision-making materials for the board and management.
• Drive development initiatives in close collaboration with the Head of Digitalization, operational areas, and the management team.
• Lead and prioritize development projects that enhance quality, efficiency, and learning.
You will work closely with the department's management team and serve as a central link between operations, staff, and management.
QUALIFICATIONS
We are looking for someone who has:
• Experience in leading employees with full work environment responsibility.
• Several years of experience in systematic quality work, preferably within social services or other welfare operations.
• Good knowledge of legislation, governance, and monitoring in the public sector.
• Experience in driving development and improvement in complex organizations.
• The ability to translate political decisions into concrete processes and results.
• A higher education degree in social work, political science, law, economics, or equivalent education deemed relevant by the employer.
It is advantageous if you have:
• Several years of experience in qualified investigative work, such as writing reports, decision-making materials, evaluations, and consultation responses.
• Experience in procurement and contract follow-up.
• Experience in welfare crime coordination.
To succeed in this role, you need to have strong collaboration skills, be unpretentious in your leadership, and find it easy to cooperate across both organizational and professional boundaries.
You contribute to a holistic perspective and understand how different parts of the organization interact, making decisions that promote the whole rather than individual parts. You see connections between quality, digitalization, operations, and finance, always keeping the users' benefits in focus. You thrive in leading experts and building teams where different competencies complement each other.
As a manager, you are a secure and trustworthy leader who creates engagement through clarity and responsiveness. You combine analytical ability and structured thinking with a warm, present leadership style.
We offer you an exciting and meaningful managerial role with excellent opportunities to influence and develop the future of social services.
