About this role

Your Role We are seeking an experienced Requirements Manager for an exciting assignment with one of Sweden's largest public actors in societal development and infrastructure. In this role, you will have a central function as part of a dedicated team working to develop future digital solutions for passenger and customer information. You will be a crucial support throughout the procurement process - from requirement gathering to finalized agreements - and work closely with both technical and operational stakeholders. This is a consulting assignment where you will have the opportunity to contribute your expertise in public procurement, requirements management, and coordination, in an organization that values quality, collaboration, and societal benefit. Your Responsibilities The assignment includes, among other things: • Collect, identify, and formulate requirements (functional, technical, user, and legal requirements). • Analyze, prioritize, and quality assure requirements together with internal and external stakeholders. • Plan, lead, and document meetings and dialogues in different phases of the procurement process. • Support the work group in developing procurement documents and participate in evaluations. • Coordinate and follow up work related to framework agreements, options, and orders. • Contribute to professional and clear communication between business administration, IT, and the operational units. Qualifications (Mandatory Requirements) To succeed in the role, we are looking for someone with: • At least 5 years of experience (or 2 assignments) in public procurement according to LOU/LUF - including work with procurement documents and evaluation. • At least 1 year of experience (or 1 assignment) in requirement specification of technical systems related to customer or passenger information. • At least 1 year of experience (or 1 assignment) in requirement specification in a public organization. • At least 1 year of experience (or 1 assignment) in coordinating framework agreement procurements. Meritorious Experience It is particularly meritorious if you also have: • Experience from assignments in the telecommunications area, focusing on accessibility for people with disabilities. • Experience in developing process descriptions in conjunction with procurement of new systems. • Experience in managing orders based on contract options. Location Stockholm (opportunity for hybrid work with both remote and on-site work). The team meets regularly for follow-up and collaboration at the client's office in central Stockholm. Timeline and Scope Start: January 1, 2026 End: June 30, 2026 Scope: Full-time, 40 hours per week Option: Possibility of extension up to 12 months (2 6-month options) Candidate will be offered permanent employment after 12 months.
