Our client is a transportation sector authority working to facilitate daily travel and commuting for Stockholm city residents. The Technology Department is now seeking an experienced consultant in requirements management and procurement for a project involving the procurement of a new framework agreement for dynamic signage and its control.
The consultant will be part of a working group including a procurement leader, IT business manager, business manager for operational issues, and a business manager for dynamic signage. The assignment covers the entire procurement process – from requirements gathering and analysis to evaluation and implementation support – and requires close collaboration with IT, communication, and operational areas related to passenger services.
Work Tasks:
• Collect, identify, and document various types of requirements (functional, user, system, technical, legal, and accessibility requirements)
• Design, analyze, and quality-assure requirements based on previous experience
• Plan, lead, and coordinate requirements work within the organization
• Participate in procurement document development and support evaluation
• Lead and document dialogues with internal and external stakeholders
• Manage related agreements, option utilization, and support in ordering flows
Requirements:
• Minimum 5 years' experience (or 2 assignments) in public procurement under LOU/LUF, including procurement document preparation and evaluation
• Minimum 1 year's experience (or 1 assignment) in requirements specification for technical systems related to passenger or customer information
• Minimum 1 year's experience (or 1 assignment) in requirements specification within public organizations
• Minimum 1 year's experience (or 1 assignment) in framework agreement procurement coordination
Meriting Factors:
• Assignments in telecommunications where agreements, products, or services were developed with accessibility requirements for persons with disabilities
• Experience in developing process descriptions when procuring new systems
• Experience with ordering and managing contract options
We are seeking a structured, communicative, and self-driven requirements leader with a good understanding of procurement and technical systems. You easily collaborate with various stakeholders, enjoy working cross-functionally, and have the ability to drive requirements work from concept to implementation.
A security clearance will be conducted before the assignment begins.
