The position is located within the municipal executive administration, which is responsible for leading and coordinating the municipality’s operations. It includes common municipal functions such as HR, finance, communication, IT, and committee administration. We also coordinate efforts in culture, leisure, business development, and tourism. The administration operates on behalf of the municipal executive board.
As the Head of Communication and Business Development, you hold overall responsibility for leading, developing, and coordinating the municipality's internal and external communication. You report to the municipal chief and lead a dedicated team consisting of three communicators and one business coordinator. The unit is currently under development, offering you significant opportunities to influence methods, structure, and direction moving forward. You are part of the municipality's management team and play a central role in ensuring that the municipality's communication and business initiatives support our goals, core values, and brand – both as a community actor and as an employer.
**Job Responsibilities**
Your responsibilities include developing and following up on the municipality's communication strategy, policies, and guidelines. You lead and develop employees, provide support to managers and elected officials on communication issues, and manage the municipality's channels such as the website, intranet, social media, press, and information materials. You will drive efforts in brand and place profiling while also developing internal communication and change management communication. A critical part of your role is to ensure high readiness in crisis and media management, ensuring that the municipality is well-prepared for special events.
You are also responsible for developing the municipality's business efforts, which involves strengthening relationships with the local business community, creating favorable conditions for entrepreneurship and establishment, and collaborating with regional and local stakeholders to promote growth and attractiveness.
**About You**
We are looking for a confident, communicative, and development-oriented leader with the ability to create engagement and see the bigger picture. You thrive in alternating between strategic issues and operational work, possessing strong linguistic skills. You are analytical, structured, and understand how communication affects the organization’s credibility, relationships, and results.
You have experience working closely with management and the political organization, with a solid understanding of the interplay between politics and administration. As a leader, you are inspiring, clear, and pedagogical, capable of building trust and fostering participation. You have high integrity and value transparency, ethics, and the collective mission.
**Qualifications**
We are looking for someone with a higher education degree in communication, journalism, media and communication studies, political science, marketing, or a related field. You should have several years of experience in qualified and strategic communication work, preferably from the public sector or a politically governed organization. Additionally, you have experience in leadership and personnel responsibility and are accustomed to media relations, press work, and crisis communication.
Experience or knowledge of business issues and local business development is considered valuable, as is an understanding of how communication can help enhance the municipality's attractiveness and relationships with businesses and partners. You also have a good understanding of digital communication and modern communication channels.
