Are You Ready to Be Part of an Exciting Government Agency in a Transformative Phase? The National Financial Management Authority is undergoing a transformation with the merger with the National Agency for Government Employers on January 1, 2026. The agency is growing, which means an increased need for support in legal and procurement areas. As part of the merger, the agency will change its name to the National Agency for Government Employers. We are seeking someone who has worked for a few years and wants to develop in their role while being part of an agency in transition. The Legal Department is led by the Chief Legal Counsel/Department Head and consists of lawyers, procurement specialists, registrars, and an archivist, totaling 7 people. We work closely together and across boundaries. You will report to the department head. Your Responsibilities As a lawyer at ESV, you will work with various legal matters and support the organization with advice and guidance on legal issues including administrative law, public access to information, confidentiality, procurement, contracts, and questions surrounding digitalization and data protection. Together with colleagues, you will handle cases with a high degree of complexity. You will independently provide advisory services to the agency's employees and conduct legal investigations. Your role will focus on public procurement, contracts, and contract follow-up. You will work closely with ESV's procurement specialists and independently conduct procurements, draft contracts, and assist in contract management. ESV procures services and goods for its own operations, a significant portion of which involves IT and system procurements and consultant hiring. Your Background and Competence We are seeking candidates who have: • Law degree or Juris Kandidat degree • Two years of relevant independent legal work experience within the last five years • Two years of public procurement experience within the last five years • Relevant experience in public administration • Knowledge of public access to information, confidentiality, public procurement, and contract law • Strong communication skills in Swedish, both verbal and written Additional merits include: • Relevant experience in the state sector • Independent completion of open procurements, renewed competitive procedures, or calls from the Legal, Financial and Administrative Services Agency framework agreements • Experience with IT or system procurements and consultant hiring • Knowledge and experience with IT law and digital governance development • Experience handling data protection issues Personal Characteristics We are seeking someone who is analytical and capable of investigating and resolving legal issues, making assessments and priorities within complex contexts.
