The Welfare sector consists of over 3,000 employees and managers. The sector's support office for Development and Support includes the areas of Planning, Analysis, and Evaluation. The office provides support to the entire Welfare Gävle in various areas such as finance, HR, IT, quality, procurement of core activities, business development, and project management. Within this area is the Unit for Committee Coordination, Registry, and Archives. This unit is tasked with providing support and development to managers and employees within the Welfare sector. The unit also handles matters related to administrative law areas such as the Administrative Procedure Act (FL), the Public Access to Information and Secrecy Act (OSL), the General Data Protection Regulation (GDPR), and registry legislation. In the role of lawyer, you will work closely with managers, leadership, and employees in the sector. The work is carried out in close collaboration with the operational resource that manages personal data incidents within the sector, and you will be an important support to managers and leadership within the sector. JOB RESPONSIBILITIES We are looking for an experienced lawyer with an interest in public operations and curiosity about data protection issues and information security. With us, you will become a key person in the work to develop and strengthen the legally secure management in our municipality. You will work broadly with legal issues, with a particular focus on data protection and registry legislation. This is an area that is constantly evolving and is of great importance to the sector's operations. The assignment includes providing legal support to managers, leadership, and employees in the sector's activities. The work involves legal support, advice, and application of the Administrative Procedure Act (FL), the Public Access to Information and Secrecy Act (OSL), the General Data Protection Regulation (GDPR), and registry legislation. You will be a central player, together with colleagues in the rest of the office, enabling the sector's operations to achieve and comply with legislation and ensuring that personal data is handled correctly and legally. You will assist the sector with issues related to the processing of personal data, handling cases involving individuals, appeals of decisions, and responses to consultations within the function's area of responsibility. The unit currently has eight employees who share a collective responsibility for their work. It is a group where care for one another is fundamental, helping and supporting each other in daily tasks and ensuring each other's safety. Your responsibilities include: • Having a good knowledge of the Administrative Procedure Act (FL), the Public Access to Information and Secrecy Act (OSL), the General Data Protection Regulation (GDPR), and registry legislation. • Demonstrating strong collaboration skills and recognizing the importance of working with colleagues to ensure that operations meet the requirements set by legislation. • Employing a systematic, thorough, and problem-solving approach. • Understanding and analyzing complex issues and being able to write and communicate clearly, concisely, and structured. • Collaborating with the operational resource that manages personal data incidents within the sector. • Planning and conducting training, workshops, and information initiatives for employees within Welfare Gävle on data protection and registry legislation. The role requires you to work independently and take responsibility for delivering high-quality results. We place great emphasis on your personal qualities. QUALIFICATIONS We are looking for someone with a law degree (jur.kand.) and experience in qualified legal work within the public sector, preferably from municipal operations. You have very good knowledge of FL and OSL, and solid expertise in GDPR and registry legislation. In this role, you will educate, guide, and be a reliable support to managers and leadership on issues related to data protection and registry management.
