We are looking for an IT Procurement Consultant for a municipality in Stockholm.
This is a consulting assignment.
The scope of the position is 50–70% and may vary throughout the assignment based on the needs of the client.
The assignment entails close cooperation with the client, demanding high levels of flexibility and collaboration skills.
**Assignment**
The role involves independently carrying out several IT procurements of varying nature for a public client. The consultant is responsible for the entire procurement process—from preparation and market analysis to the final contract—and for ensuring that the procurements are executed in accordance with applicable legislation and internal procedures. The work requires close collaboration with purchasers and relevant departments, as well as a focus on quality, cost-effectiveness, and minimizing the risk of legal challenge. The assignment encompasses approximately 50–70% and may vary over time depending on the client's needs.
**Responsibilities**
- Conduct IT procurements of various types, including advertised procurements and direct procurements.
- Follow the client’s procurement process, from preparation and market analysis to final contract and archiving.
- Prepare procurement documentation (UHD), manage bids, evaluate bids, and establish contracts.
- Ensure that the procurements are sustainable in the long term regarding quality, total cost, and legal sustainability.
- Minimize legal challenge risks through correct and well-executed processes according to public procurement law.
- Collaborate closely with relevant purchasers, departments, and support functions such as IT and procurement.
- Adhere to the client’s routines, templates, and instructions throughout the assignment.
- Utilize the provided IT contract package in daily work.
**Requirements (Mandatory)**
- Fluent Swedish, both spoken and written.
- Experience in conducting IT procurements of varying complexity.
- Well-versed and able to execute procurements in various market-leading procurement tools.
- Excellent social skills and an ability to collaborate with different professional groups.
- Use remote communication technology when requested by the municipality to reduce travel.
- Follow the municipality's various policies and strategies when relevant to the assignment and as requested by the procurement unit, e.g., the municipality's environmental strategy, travel and vehicle policy, project management policy, information security policy, workplace environment policy, etc., along with the municipality's established goals.
- The consultant should utilize the municipality’s IT contract package.
- You must have completed at least two assignments in the past five years where you were responsible for or actively participated in IT procurements of equivalent scope and complexity. The assignments must have included work in planning, executing, and following up on procurements, resulting in deliveries with good results and satisfied clients.
