About the Workplace
The Finance and Control Unit is located at the beautiful Maria Park in northern Helsingborg. We currently have 15 employees in finance working with fees, invoice management, accounting, follow-up, analysis, budgeting, purchasing, and operational management. Since February, we have had a purchasing controller in place, and now we are expanding with another position. You will collaborate with the existing purchasing controller and the administration's LOV coordinator. These three positions will form the "Procurement" group within Finance and Control.

Job Responsibilities
The purchasing controller's role includes coordinating the administration's procurement regarding framework agreements, both internally and with the city's procurement unit, and ensuring that the administration's needs and requirements are considered in the city's procurements. The work is both strategic and operational. The role also involves supporting the organization at a comprehensive level with procurement work. This includes both initial setup and follow-up of supplier agreements, and performing spot checks during the contract period. You will have an overall view of the administration's framework agreements and initiate their extension or re-procurement when the contract period expires. You are responsible for indexing existing agreements according to current contract terms. You will be the administration's expert on direct procurement, acting as a sounding board and supporting the organization in these matters, and establishing and ensuring that direct procurement routines are followed. You should be knowledgeable about the city's procurement-related systems. The role also includes updating the administration's internal systems and the information communicated to external actors.
An e-commerce system will be rolled out to all units within the administration in the spring. You will have continuous dialogue with ordering units and provide support during the implementation period. Together with the existing purchasing controller, you will have a comprehensive approach to the administration's procurement process and ensure well-documented procurement routines.
Qualifications
You have a college degree in economics, logistics, purchasing, or equivalent knowledge acquired otherwise. You have several years of work experience in similar tasks, good experience with purchasing and its processes, and technical competence in an accounting system, preferably Unit4.
It is meritorious if you have knowledge of the Public Procurement Act (LOU) and the Freedom of Choice Act (LOV).
