We are seeking a Strategic Buyer for Indirect Materials and Real Estate for an authority within the power sector. This is a consulting assignment. The location is Stockholm. The position is full-time. The assignment involves close collaboration with the client, which requires a high degree of flexibility and teamwork.
**Assignment**
The role entails independent and strategic responsibility for driving procurements across several categories, primarily real estate-related services and indirect materials. The assignment includes leading the entire procurement process from strategy and requirement specification to finalized contracts, as well as ensuring compliance with relevant processes and regulations. The role also contributes to business development within the procurement area.
**Responsibilities**
- Independently lead and execute procurements for real estate-related services (Facility Management).
- Independently lead and execute procurements across all aspects of the indirect materials category, such as communication, training, etc.
- Independently lead and execute procurements in other categories, e.g., IT and remedial actions for the power system as needed.
- Lead the work on developing procurement strategies.
- Lead the work on conducting RFIs.
- Lead the work on preparing and designing tender documents.
- Lead the work on developing processes for bid evaluation.
- Support and occasionally lead clients in developing requirements.
- Conduct the handover of finalized contracts to clients and provide support during the contract's duration as needed.
- Continuously ensure that processes and legal requirements in the procurement process are followed (LUF).
- Contribute to business development within procurement in general.
**Requirements (Mandatory)**
- At least 10 years of experience in strategic procurement.
- At least 7 years of experience leading procurements of services within the public sector according to LUF or LOU.
- At least 2 years of experience leading procurements of real estate-related services (Facility Management).
- At least 3 years of experience conducting and leading procurements according to negotiated procedures, including negotiations with bidders and suppliers.
- Proficiency in Swedish and English, both spoken and written.
**Desirable**
- At least 2 years of experience conducting public procurement according to LUF.
- At least 3 years of experience in developing, analyzing, and enhancing contract templates for services.
- Experience in conducting at least one security-protected procurement.
**Other Requirements**
- Security clearance: Security screening and background checks are required.
