More about what we offer can be found at www.spsm.se/ledigajobb Within the special educational support area, we work to ensure that our special educational support creates conditions for all children, students, and adult learners with disabilities to access equivalent education and other high-quality activities in a safe environment. We complement municipalities' and schools' own special educational resources. The support we offer can involve individual learning, educators' work, or organizational activities. JOB RESPONSIBILITIES As an HR Specialist, you will serve as support for management and have overall responsibility for HR issues within the area you support. You will work in a cross-functional management support team with the mission of supporting the operational area in its governance and development. You will provide qualified HR support and strategic skills provision to ensure the operational area achieves its goals effectively and sustainably. A crucial part of your work will be supporting the operational area's management in proactively addressing HR issues. By identifying challenges and opportunities early, you will contribute to strategic solutions that strengthen the organization's ability to meet both short-term and long-term competence and development needs. You will closely collaborate with the central HR unit, responsible for the agency's overall HR strategy and HR area normalization. You will be part of an HR specialist network from other operational areas, where you collectively develop and implement uniform working methods, processes, and guidelines. Through your work, you will strengthen both the operational area's and the agency's ability to achieve their strategic goals sustainably. Job Responsibilities: • Provide advice and support to managers on labor law, skills provision, and personnel development. • Support the operational area with analysis and reporting related to personnel issues. • Contribute to strategic skills provision, including planning, recruitment, and competence development. • Ensure compliance with applicable laws, agreements, and HR policies. • Collaborate with the central HR unit and contribute to the agency's uniform and normative approaches to HR issues. • Participate in and drive improvement work and contribute to innovation in the HR area. • Participate in the operational area's collaboration meetings. QUALIFICATIONS We are seeking someone who has: • Relevant academic education in HR/personnel management. • Several years of experience working with HR issues. • Experience in HR work in the public sector. • Documented experience in strategic skills provision and personnel planning. • Good knowledge of labor law and application of collective agreements. • Experience supporting managers in complex/difficult personnel matters. • Experience providing management support in professional organizations. • Ability to express yourself well verbally or in sign language in Swedish and in writing. Meritorious: • Experience with state contract areas • Experience related to the operational area's mission Personal Qualities: • You are outgoing and able to build and maintain good relationships. • You are collaborative, communicative, and enjoy working in teams. • You have strong analytical skills and a solution-oriented approach. • You are responsible and structured, with the ability to handle multiple parallel assignments. • You are flexible, unpretentious, and contribute to both overall and detailed focus in your work. Great importance is placed on personal suitability. ADDITIONAL INFORMATION A 6-month probationary period will be applied. A criminal record extract must be presented before employment.
