The City Planning Office is planning for a future Stockholm on behalf of the City Planning Committee. We work with urban planning at both a strategic and detailed level, building permits, city measurements, property formation, and housing adaptation. The City Planning Office has approximately 340 employees and is centrally located in Kungsholmen, about a ten-minute walk from Stockholm Central Station. The HR unit is part of the Operations Support Department, together with the Finance Unit, the Information Management Unit, and the Digital Support and Security Unit. The unit consists of four HR consultants and one manager who work proactively and closely with the operations to actively support the office's goals and contribute to the development of the entire organization. As one of our HR consultants is moving on to new challenges, we are seeking an HR consultant who wants to help continue developing our operations, focusing on recruitment and competency supply.

Your role
As an HR consultant at the City Planning Office, you will work broadly within the HR field. You will guide, coach, and develop managers on various general HR issues such as labor law, organizational changes, rehabilitation, and salary formation. As an HR consultant, your goal is to create conditions for stronger and more competent managers. A central part of the role is recruitment and competency supply work, both strategically and operationally. We see high-quality recruitment as a crucial part of our work to ensure high competence within the office. You will closely collaborate with hiring managers to drive competency-based recruitment processes in their entirety, from needs analysis to candidate placement.
The role also includes tasks related to the employer brand in close collaboration with the communications unit, as well as the development of our onboarding program and the creation of the office's competency supply plan. Through your support to managers and employees, you will actively contribute to making the City Planning Office an attractive employer with a successful operation.
Your qualifications and experience
We are looking for someone who has:
- A completed and approved university degree with an HR focus, personnel management program, or a similar orientation that the employer deems relevant for the position
- Several years of current experience in competency-based recruitment
- Several years of current experience in a role as an HR consultant/partner where you have worked as a close support to managers
- Documented experience working at a strategic level with competency supply, preferably linked to annual operational planning
- Good knowledge of labor law
- Excellent ability to express yourself verbally and in writing in Swedish.
It is advantageous if you have:
- Experience in managerial recruitment
- Experience in politically governed operations/public sector
- Certification in occupational psychological testing
