About this role

The Swedish Social Insurance Agency (Försäkringskassan) is one of Sweden's largest authorities, operating nationwide. Our mission is to manage and develop the Swedish social insurance system, which is the cornerstone of the Swedish welfare system and a fundamental part of the social contract. We make 21 million decisions each year, many of which have a crucial impact on people's lives and finances. We disburse an average of 1.4 billion SEK daily, totaling 260 billion SEK annually. We need approximately 13,500 employees working together to fulfill our responsibilities, and we are currently undergoing extensive recruitment of new staff. The past years, marked by the pandemic and a strained economic situation, have placed significant stress on our personnel, and we are now investing in both managers and employees across the entire agency. The role and importance of the HR department in this effort are central. The agency is also undertaking a comprehensive development initiative to create a more robust, simple, and efficient administration of social insurance. We are enhancing our processing capabilities while simultaneously ramping up our work on regulatory development and collaboration with other stakeholders, particularly to prevent fraud and abuse of social insurance. This means a strong focus on building the agency's capacity to meet the competency needs required to attract, retain, and develop employees. A key part of this work is to continue to concentrate on workplace environment issues to create an attractive workplace, reduce employee turnover in the long term, and increase the agency's attractiveness. In this area, the agency is making a significant investment related to community and well-being. The main task of the HR department is to create favorable conditions for Försäkringskassan to have the right competencies to effectively and qualitatively fulfill its mission, as well as to contribute to the agency having engaged and professional employees. HR provides essential support to all managers within the organization. We are now seeking a manager who is willing to take responsibility in the HR-related area and has the ability to drive the development that will shape Försäkringskassan for years to come. The HR organization consists of approximately 160 employees primarily located in four cities: Stockholm, Gothenburg, Malmö, and Östersund. Responsibilities and Tasks As the department head, you will be responsible for leading, planning, monitoring, and developing the department's areas of operation together with your management team. You will report to the Director General of Försäkringskassan and be part of the agency's management group. You are responsible for ensuring that operations are managed effectively and efficiently. You will actively work on quality and operational development based on Försäkringskassan's short- and long-term needs. Building networks and fostering good collaborations internally and externally is essential for success. As a manager at Försäkringskassan, you will lead the operations with a holistic perspective and based on decisions made. Your commitment to leadership is strong, and the values of the state permeate your work. Through dialogue about the HR department's purpose, goals, and strategies, you will create conditions for the department's managers and employees to take significant responsibility for development, delivery, and results. As the highest authority for the department's employees, you will be responsible for the workplace environment and for applying the state's and Försäkringskassan's employer policies. As a person, you are secure and stable in your role. You adapt and exercise outstanding leadership to create the best possible conditions for your employees to use their judgment and skills. You demonstrate good judgment and possess great integrity. You are a skilled communicator at both the individual and group levels and a good representative for Försäkringskassan in external collaborations and media contacts. We are looking for someone who: • Has an academic degree from a university or equivalent experience/qualifications • Has extensive experience in leadership and strategic management group work in a large and complex organization • Has extensive experience in leading HR operations • Has experience in leading through other managers • Has good collaboration skills and creates networks with strong relationships and high trust both externally and internally • Has very good judgment, personal maturity, and high integrity • Is secure, stable, and has a strong initiative • Has excellent communication skills. It is advantageous if you have experience in a similar role within a government agency. We place great importance on your personal qualities. Additional Information The position is permanent, full-time, with a start date to be agreed upon. A probationary period may be applicable. The primary location is Stockholm (Telefonplan), but other main HR locations (Gothenburg, Malmö, Östersund) may also be possible.
