Do you want to work on behalf of the population and in service of society to develop the welfare system in Sweden? About the Job The HR Unit leads and oversees the HR area within the agency. Primarily by supporting managers within the organization on strategic and operational employer-related issues including state employer policies, workforce supply, leadership and employee relations, change management, workplace environment, salary formation, labor law, employer branding, and skills development. The HR Manager is also responsible for the design and implementation of strategies, methods, processes, and governing documents within the HR domain. The HR Manager has a central role in the agency and, on certain issues, reports directly to the Director General. The unit consists of approximately 20 employees divided into two groups: Operational HR and the Competency Academy. The HR unit is one of six units in the department for Agency Governance and Support (MSS). As the HR Manager, you will be part of the MSS management team and report to the department head. The department consists of around 100 employees with assignments in governance, finance, monitoring, risk management, security, procurement, real estate matters, and much more. The Director General’s staff also coordinates support for the Director General, the management team, and the board. The Swedish Pensions Agency is currently undergoing a very active change process. The employees and their capabilities are crucial to achieving new goals beneficial to retirees and pension savers. The HR unit and the HR manager are vital to achieving these results and are recurring participants in the agency’s management team. In an area that also demands continuous development, we are now seeking someone who wants to take responsibility and drive HR issues forward together with many competent and engaged colleagues. Your Profile This role involves providing qualified management support that contributes to making the agency an attractive employer. You will work closely with the Director General, the management team, and above all, the organization's managers as we collectively contribute to the overall mission and work together to fulfill our tasks. As the HR Manager, you are strategically and overall responsible for all HR processes and are expected to translate strategic managerial issues into concrete deliverables and operational benefits. You will lead, plan, monitor, and develop the unit's operational areas and strive for sustainable working methods and good collaboration with employee organizations and health and safety representatives. Your main responsibilities include: - Contributing to the whole by collaborating with the entire organization and being active in the department's management team, - Being responsible for the unit's operational goals, results, development, and change processes, - Overseeing the management and governance of the unit, including budget, personnel, and workplace environment responsibilities, - Leading the HR unit by creating conditions for the unit’s employees to take responsibility, facilitate change, and drive development, - Having a good understanding of the external environment and how it affects the Swedish Pensions Agency's operations, acting accordingly. We are looking for you who are a professional and confident leader with several years of experience as a manager with budget and personnel responsibility within the HR area at a government agency. We also expect you to have: - An academic degree in behavioral sciences or another field that we assess to be equivalent, - Documented good experience leading and driving HR work at both strategic and tactical levels, - Significant experience providing support and counseling on strategic issues to the Director General and management team, - A strong ability to develop and digitalize HR operations, - Experience in management team work, - Experience supporting and leading operational development and change processes. It is a merit if you have: - Experience in leading through other managers, - Experience with agile working methods related to operational development, - Negotiation experience within the HR area. As a person, you are confident in your skills, curious about your surroundings, and driven to create operational benefits for those we serve. You are structured, analytical, and focused on development. You see the bigger picture in strategic questions and have the ability to translate goals into deliverables and results both in the short and long term. You have a documented good judgment in complex matters. Since the work involves broad contact areas both within the agency and with external partners, excellent communicative, pedagogical, and social skills are very important to build and develop good relationships. You are secure in your role, have integrity, and possess strong collaboration skills. Additionally, you have a very strong ability and interest in expressing yourself well and pedagogically in both speech and writing. As a leader, you apply a coaching and trust-based approach where strong employee engagement is a given. You should also be able to represent the agency in the media.
