About this role

The County Administrative Board of Skåne is a government authority at the regional level responsible for state administration in the county. We work to ensure that national goals are implemented in the region based on local conditions. Our assignments involve advising, permitting, and supervision, as well as planning and strategy development. We manage natural areas and distribute financial support. We collaborate with stakeholders throughout the county. We have approximately 600 employees and offices in Malmö and Kristianstad. **Description** Would you like to be part of the work towards a green transition and drive future environmental issues? This involves dealing with complex questions and balancing various important interests. The County Administrative Board of Skåne is now seeking at least one experienced environmental officer for the Environmental Protection Department to work on the assessment and supervision of environmentally hazardous activities, for example, in the sectors of waste, biogas, agriculture, food, chemicals, and manufacturing. Your workplace will be at our office in Malmö. The position is temporary, with a start date as soon as possible by agreement until December 31, 2026, with a possible extension. The Environmental Protection Department consists of about 80 people working in the areas of environmental supervision, environmental assessment, contaminated land, strategic environmental work, and handling special waste management, such as national and cross-border waste transports. Through permitting assessments, supervision, and preventive advice to the county's larger industries and others that impact the environment, we work towards a good and sustainable environment in Skåne. **Responsibilities** As an employee with us, you have three roles: employee, colleague, and service provider. In your role as an employee, you represent the authority; together with your colleagues, you contribute to the overall results, and as a service provider, you create societal benefits based on your expertise. The position of environmental officer in the Environmental Protection Department primarily involves processing permits for environmentally hazardous activities such as larger industries, animal husbandry operations, and quarries. Tasks related to permits for the transfer of chemical products, supervision of larger industries and other environmentally hazardous activities, as well as other tasks within the Environmental Protection Department may also arise. You will work on interesting and challenging tasks, particularly concerning several of the county's larger environmentally hazardous activities. When assessing permits for environmentally hazardous activities, you will be responsible for preparing cases for the Environmental Assessment Delegation and drafting the County Administrative Board's statement to the Environmental Assessment Delegation and the Land and Environment Court. You will also participate in consultations with businesses intending to apply for permits and write decisions regarding environmental impact in connection with this. The role of the County Administrative Board in these contexts is to safeguard public interests and environmental concerns. In the supervisory role, your tasks will include conducting inspections, processing cases, reviewing and assessing reports, writing orders, and maintaining contact with service providers, consultants, municipalities, and the public. You will also be part of one or two industry groups with several environmental officers, where you collectively address issues such as supervisory guidance to the county's municipalities, consultations, assessments in supervisory cases, etc. **Qualifications** The County Administrative Board strives to have employees with diverse characteristics, backgrounds, and life experiences. It is the interplay between employees' differences and similarities that constitutes one of the Board's success factors. We are looking for someone with a higher education degree in environmental science, natural sciences, or engineering, or other qualifications that we can assess as equivalent. Good knowledge of the Environmental Code and its application is essential. We prefer candidates with several years of experience in public administration according to the Environmental Code or several years of professional experience regarding the application of environmental legislation in the private sector. Experience in processing assessments under the Environmental Code is an advantage. As a person, you are structured, curious, analytical, and have a strong ability to work independently. You can review extensive documentation and identify significant issues based on our areas of responsibility. You are capable of handling complex cases where a balance between various environmental issues and other societal interests needs to be made. You contribute to an engaging environment and work on continuous improvements for yourself and your colleagues. You will have contacts with service providers and the public, which requires you to be a good communicator and educator to clearly convey the County Administrative Board's messages to others in both speech and writing. A valid driver's license (B) is required. **Security Classification** The County Administrative Board plays an important coordinating role during societal disturbances, and therefore we have high demands on our employees' security and confidentiality awareness. Some of our positions are security classified and may also involve a military placement within the authority, which means that a security clearance must be conducted before a hiring decision is made.
