At the Municipal Executive Administration, we have gathered our support functions, and we are now seeking a skilled and relationship-building negotiator for the HR department. Here, we work strategically and operationally with the full breadth of employer issues – from skills provision and leadership development to labor law, wage formation, and collaboration. JOB RESPONSIBILITIES As a negotiator, you are a key person in the HR organization. You will work closely with the Head of Negotiations, the municipality's managers, and HR colleagues, playing a central role in representing the municipality as an employer. You will work both strategically and operationally, from driving change processes and developing contract and negotiation work to managing personnel matters, rehabilitation cases, and disputes. An important part of the assignment is to build and nurture sustainable collaborative relationships, especially with union organizations. You will contribute to a positive collaboration climate and be an appreciated trainer who strengthens managers' competence in labor law and employer issues. The role also includes keeping management and the HR organization updated on changes in laws and regulations within the area of labor law. You will monitor developments in labor law and employment conditions and be able to translate your analyses into clear insights and recommendations from an employer perspective. Based on your area of interest, you and the Head of Negotiations will determine who is responsible for which area. In the role, you will be involved in driving wage mapping and salary review processes. Examples of tasks: • Drive labor law processes and provide support to HR and managers • Drive wage mapping and salary review processes • Work with wage transparency directive and job evaluation • Conduct secondary employment checks and statistical documentation • Conduct training in labor law, collaboration, misconduct, and salary discussions • Perform investigations on behalf of the municipal executive board and drive HR-related projects QUALIFICATIONS Qualifications To be considered for this position, you should have a completed academic degree in HR, law, or another education that the employer deems equivalent, and also: • Good negotiation experience and experience with strategic work • Experience with union negotiations and interpretation of laws and collective agreements • Good knowledge of labor law • Ability to work independently and systematically • Strong pedagogical skills Personal Qualities You are confident, have a solution-oriented approach and good judgment. You easily create trust, both internally and externally, and are accustomed to adapting your message to different target groups. Your analytical ability, attentiveness, and thoroughness contribute to making well-founded decisions based on current circumstances and a holistic view.
