In the Procurement Unit, we work to create a high-quality and commercially oriented procurement and purchasing process.
The unit consists of three procurement specialists, a contract controller, a procurement and purchasing assistant, and a unit manager who collaborate to create a high-quality and commercially oriented procurement and purchasing process.

Your Responsibilities
As a contract controller, you will work both operationally and strategically, focusing on developing and implementing systematic follow-ups of the Urban Development Office's contracts. The role involves monitoring key performance indicators, collaborating with other controllers in the municipality, and participating in various networks.
Your duties include conducting and leading risk and consequence analyses, market research, and supplier dialogues. You will support departments with advisory services and training, participate in startup meetings and follow-up forums, and handle complaints about incorrect invoices and other irregularities or conflict matters with third parties.
Together with the departments, you will analyze development needs for upcoming procurements and work on developing and managing follow-up plans, strategies, collaboration models, contract classification, and terms for follow-up and potential sanctions.
You will also contribute to preventing welfare fraud through increased control and targeted follow-ups, analyze key performance indicators and statistics related to contract compliance and delivery follow-up, and participate in strategic work to strengthen procurement governance in Norrköping Municipality.
Who Are You?
We are seeking someone with a university degree in economics, purchasing, or a related field. You have several years of experience working with contract follow-up, contract management, or compliance in the public sector or similar organizations.
We prefer candidates with experience in contract follow-up within contracting and operations, as well as experience with dialogue and reporting to political bodies or management groups in the public sector.
Experience with spend analysis, contract classification, or data-driven improvement work is also advantageous.
If you have experience managing risks related to welfare fraud and are familiar with systems like KMD Spend Analysis and procurement and contract databases such as TendSign or E-avrop, we see that as an asset.
As a person, we are looking for someone who is business-oriented, structured, driven, meticulous, and passionate about analyzing numbers, identifying, and reporting deviations in existing framework agreements.
