The position of Procurement Officer is located within the Finance and Procurement Unit, which consists of 10 employees. The procurement unit is led by a Procurement Manager, and there are currently three procurement officers within the unit. We are a small team with varied and stimulating tasks.

As a Procurement Officer with us, you will:
• Work in a project form: Close collaboration with operational representatives using the e-Avrop procurement system.
• Lead the entire procurement process: From planning and requirement specification to advertising, evaluation, awarding, and contract signing.
• Support and develop: Participate/lead in training sessions for the organization, administer the contract catalog, record and provide documents related to your procurements.
• Independently conduct procurements: Varied procurement procedures, calling off framework agreements from Kammarkollegiet and ADDA, as well as supporting operations in more complex direct procurements or calls from your own DIS or framework agreements.
We collaborate closely with neighboring municipalities for joint procurements, and you will be part of several procurement networks. In Vaxholm, each procurement officer is responsible for liaising with a specific department, which means you will listen to their needs and convey information about upcoming procurements from organizations such as Adda and Kammarkollegiet. You will also participate in strategic management group meetings where procurement issues are discussed.
Your primary focus will be on the Municipal Executive Board and the City Planning Department, with an emphasis on construction procurements and technical consultants. Operational procurements such as cleaning services, operating technology, and street maintenance are also included in this area.
Our procurement team works closely together and supports each other across different responsibilities.

**Qualifications**
The position requires that you are well-acquainted with the Public Procurement Act, AB/ABT, and AMA-AF, with a focus on the preparation of AF parts for the procurement of construction contracts.
You can:
• Manage digital solutions, applications, apps, and the Office suite well.
• Work closely with the departments to handle procurements of varying complexity and draft agreements/framework agreements.
• Professionally lead and participate in procurement projects.
• Collaborate with both colleagues and other individuals within the organization and our suppliers.
• Pragmatically handle and resolve arising situations.
You have:
• Relevant education in procurement and procurement legislation (ongoing or completed) (or equivalent experience).
• Worked and applied the procurement laws (Public Procurement Act - LOU) over the past three years.
• Experience in procurement or purchasing from the public sector.
• Practical experience in leading and driving projects.
• A business-minded perspective, good customer service skills, and the ability to collaborate.
• Ease in expressing yourself well, both in writing and verbally.
