About this role
Labor Market and Integration Department is responsible for the municipality's labor market issues such as support for job seekers in collaboration, municipal activity responsibility, wage subsidy employment, and summer jobs.
We are also responsible for receiving newly arrived residents for settlement, receiving Ukrainian refugees and vulnerable EU citizens in Umeå municipality.
Arena for Assessment offers training positions for participants who need support to move towards self-sufficiency. Arena for Assessment can offer a range of different work tasks in various departments - where each participant gets an opportunity to be tested against basic labor market requirements.
The operation is characterized by an environmentally conscious circular approach - and every day a large number of items are handled with the goal of reusing them. These items are sold through the return store and building recycling center with a total store area of approximately 1,900 square meters, making it the largest recycling store in Norrland.

Your Assignment
As unit manager, you are responsible for management, planning, coordination, and development of the unit's operations. You have unit, economic, personnel, and work environment responsibility for approximately 25 employees.
As unit manager, you will work closely with our collaborative partners Social Insurance Agency, Employment Agency, Region Västerbotten, and the Prison and Probation Service.
The position involves, among other things, currently being manager for parts of the Arena for Assessment operations together with the current unit manager.
Together with your fellow unit managers, you will be part of the Labor Market and Integration management group and report to the operations manager.
About You
We are seeking someone who has:
- College degree in social sciences, behavioral sciences, rehabilitation sciences, or educational orientation
- Experience working in public administration/politically governed operations
- Experience working with work rehabilitation and labor market interventions, and thereby knowledge of workplace conditions and paths to establish oneself in the labor market
- Good knowledge of our collaborative partners (Social Insurance Agency, Employment Agency, Region Västerbotten, Prison and Probation Service) and the local labor market
- Experience leading development processes
- Experience working with people in need of support and knowledge about mental health, rehabilitation, and disabilities
- Good ability to express yourself verbally and in writing in Swedish
It is meritorious to have experience in project management and development around recycling work and trade. We prefer that you are trained in one of Supported's methods and Empowerment.
The operation is certified according to ISO 9001, so we prefer that you have experience working with quality management according to this system.
Leading in collaboration based on one's own assignment with a common target image requires the ability to understand one's own role, one's own assignment, and simultaneously work for the overall and other parties in collaboration. You are receptive, have the ability to understand other parties' roles/assignments/regulations, and can work towards commonly set goals.

The work is complex with many contact surfaces where you need to be creative, flexible, and solution-focused.
