Unit Manager for Urban Environment and City Life - City Environment Administration
We are now seeking a Unit Manager for the Outdoor Environment and Urban Life department! This is a full-time consulting assignment starting as soon as possible, but no later than January 12, 2026. The role extends until May 31 with the possibility of a 3-month extension.

About the Position
Gothenburg City Environment Administration was established on January 1, 2023, as part of the new urban development organization (NOS). The department has overall responsibility for the city's public spaces and collective accessibility, aiming to create accessible, attractive, and vibrant urban and natural environments.
Department Responsibilities
- Maintain, manage, and develop green spaces such as trees, parks, forests, natural areas, lakes, and waterways.
- Maintain, manage, and develop facilities like playgrounds, beaches, activity areas, outdoor recreation facilities, public art, etc.
- Contribute to city development through place development and plan/implement prototypes in public spaces.
- Represent the administration in formalized place collaboration, such as City Collaboration and city safety work.
- Make city environments accessible through administrative decisions related to allocations and leases/usage rights.
- Ensure accessibility through traffic coordination for major events.
- Plan and order/procure operation and maintenance.
The department consists of six units, two of which are organized in their own operational area.
Primary Job Duties
As Unit Manager, you will be responsible for leading, planning, and conducting some business development for the unit's operations, as well as handling financial and personnel matters.
You are expected to create the right conditions for employees and drive operations within established economic frameworks, focusing on efficient work methods and quality for those served. You will work to create a good, sustainable, and healthy work environment through close leadership, clear communication, motivating decisions, guiding employees/groups, and creating systematic structure based on democratic principles, human rights, and anti-discrimination. You will be part of the department's management group (ALG) and expected to support the department head in steering and leading the collective operations.
Unit Responsibilities
- Handle allocations of public spaces and provide statements as specified in the Public Order Act.
- Traffic coordination for major events to ensure safe and accessible implementation.
- Handle usage rights agreements/leases and provide support as an investigative and advisory function.
- Manage and follow up on contracts.
- Handle annexation matters and supervision of city land.
- Conduct investigations and development work, such as political assignments or other tasks from the department head.
- Actively contribute to cross-border cooperation and development.
You must be able to be present in the client's premises on Åvägen in Gothenburg for at least 80% of working time.
Who Are You?
We are seeking a change- and results-oriented person who is responsible and has a good approach. You are proactive, communicative, and confident. You can set boundaries but also make quick decisions and explain why.
Requirements:
- Relevant university degree at least at bachelor's level in public administration or equivalent
- Minimum 3 years of total management experience, including at least 1 assignment in a politically governed organization
- Completed at least 1 assignment in the past 2 years with personnel, work environment, budget, and operational responsibilities
- Completed at least 1 management assignment involving change management, conflict resolution, and cultural/value-based work
- Completed at least 1 management assignment involving dialogue with external stakeholders and customers
Leadership training is considered valuable but not mandatory.
