About this role

**Description** As the unit manager, you are responsible for leading, planning, and developing the unit's operations within given financial frameworks and towards the management's vision. You are accountable for the financial, personnel, and operational aspects, and actively work to create conditions for employees and to develop effective work methods and quality in the unit's deliveries for target groups and stakeholders. The unit on Licenses and Contracts is responsible for the processing of public space licenses, including statements according to the Public Order Act, regulatory oversight for market trading, traffic coordination during larger events, handling of use agreements, management of annexation cases, and supervision of the city's land, as well as providing advice on matters related to land use and contracts. The unit also works with contract management and monitoring of agreements, as well as conducting investigations and handling cases linked to political decisions. As a unit manager, you will be a member of the department's management group (ALG), where you support the department head in leading and developing the department's overall operations. **Responsibilities** As a manager, you work to ensure that culture and structure come together to create a good, sustainable, and healthy work environment. This includes close leadership with clear communication where you motivate/clarify decisions, guide employees/groups, and create systematic structures based on a democratic foundation, principles of human rights, and anti-discrimination. Your leadership should aim to create trust and confidence both internally and in relation to residents, visitors, businesses, and other external parties. In your role as unit manager, you are responsible for personnel and budget management for your unit. You lead both people and operations towards set goals. You will: - Plan and develop the unit's work focusing on quality, equal treatment, legal certainty, and efficiency. - Be responsible for economy, personnel, and operational results. - Lead and drive change initiatives and develop the unit's work processes. - Ensure a good, sustainable, and inclusive work environment. - Engage in dialogue and collaborate with external stakeholders, partners, and customers. - Follow up, analyze, and further develop the operations to meet future needs. **Qualifications** As a manager, you are present, clear, and engaged, with the ability to understand various operational matters. Your leadership is characterized by stability, structure, and a desire to motivate and develop others, while contributing to an inclusive culture built on respect, trust, and collaboration. We expect you to have: - A stable and reassuring leadership style. - The ability to take responsibility and work results-oriented. - Strong communication skills. - The ability to inspire, motivate, and influence others. **Requirements:** - Relevant higher education degree from a university, at least at the bachelor level, in areas such as public administration or other qualifications deemed equivalent. - At least three years of experience as a manager. - Experience with personnel management, work environment, budget, and operational responsibility. - Experience leading change initiatives and managing during periods of change. - Experience in dialogue and collaboration with external stakeholders, customers, or partners. **Meritorious:** - Completed leadership training, such as UL, UGL, or equivalent. - Experience working in a management group. - Experience in regulatory oversight and processing within public administration. - Experience leading teams with diverse competencies and professions. - Experience in cultural and value-based work. - Experience in leading operational development and executing political assignments. - Knowledge of labor union cooperation and work environment legislation.
