Who We Are
The Management Staff works to support the Director General and Deputy Director General of the Swedish Public Employment Service in strategic and long-term issues.
This includes requesting, compiling, and weighing input from different parts of the organization to subsequently provide management with a comprehensive assessment from an agency perspective.
As Head of the Business and Financial Management Unit, you have overall responsibility for leading, developing, and coordinating the agency's processes for budget, forecasts, planning, follow-up, and reporting. This includes external reporting to the government, such as expenditure forecasts, budget documentation, and annual reports. You ensure that the management of operations and resources is efficient, cohesive, and of high quality. You lead a strategically important function that supports the agency's management with analyses, decision-making documentation, and development of management models.
The unit will consist of approximately 14 employees located in different parts of the country.
Unit Manager's Mission and Responsibility
Your mission as unit manager involves comprehensive operational and personnel responsibility. You are responsible for ensuring that the unit's results meet established goals.
As unit manager, you are part of the management staff's leadership group and will, together with the head of the management staff and other unit managers, be responsible for the entire staff's results and development. As head of business and financial management, you will ensure cohesive management of the agency's operations and resources from strategy to results. You are also responsible for developing the agency's management model and contributing to more analytical, forward-looking, and impact-focused management. You ensure that data and insights are used effectively to support management decisions and contribute to creating overall effectiveness and controllability in the agency's planning and follow-up processes.

The role involves overall responsibility for the agency's financial management and follow-up at a strategic level, where you contribute to the agency's overall management and ensure efficient and appropriate use of state funds. The role includes representing the agency in external contacts within financial management (e.g., with the Government Offices, ESV, or other agencies).
As a unit manager in the management staff, you lead the operations with a holistic approach and based on established decisions. Your commitment to leadership is significant, and your management is clear and transparent.

Qualifications
At least one year of current experience:
Management with operational and personnel responsibility within the Swedish Public Employment Service
Or
Management at a corresponding level with operational and personnel responsibility from another organization
And
Relevant university education with a focus on business economics, financial management, or other education that the employer deems relevant for the position
At least two years of qualified work experience in business management, financial management, or controlling - preferably in a government agency, state-owned company, or other public sector organization
Documented experience in leading and developing financial management at a strategic level and translating financial analyses into decision-making documentation for management
Very good understanding of public administration management, regulations, and economic administrative processes, such as budget processes, appropriation letters, annual reports, internal governance and control
Experience in developing and applying management models that support the organization's goals, efficiency, and results
Very good ability to express yourself verbally and in writing in Swedish
Additional Merits
Experience working at the Government Offices or another central agency
Experience in change and development work within management and follow-up
Experience in system management or digital tools for business management
Knowledge of personnel economics and productivity measures in the public sector
In addition, you have personal ability and aptitude to work in accordance with the Swedish Public Employment Service's employee and management philosophy.
