Open Care is a unit within the Social Services Administration. Open Care forms the authority and social welfare, together with disability support and other individual and family care services.
Open Care consists of a support team including field secretaries, treatment staff, housing support workers, personal representatives, and counselors from the family center and youth clinic.
Open Care works with both preventive measures and needs-based interventions. Currently, the operation is developing home-based solutions.
The unit today consists of about ten employees and part-time staff. The Open Care Unit Manager will closely collaborate with the Children and Youth Unit Manager and Adult Unit Manager to work on service quality, employee support, and direct management. The Unit Manager balances employee availability and conditions, assisted by a coordinator.

RESPONSIBILITIES
As Unit Manager, you have comprehensive operational, personnel, and budget responsibility for Open Care. You lead and develop the unit with a focus on quality, legal certainty, and individual well-being. The assignment includes:
• Leading, distributing, and following up on activities against set goals
• Ensuring structured and evidence-based treatment work in all teams
• Conducting systematic quality work and initiating/leading development efforts
• Responsible for work environment, information, and communication
• Closely collaborating with other unit managers in individual and family care for smooth flows between investigation and implementation
Monitor legislation and method development, translating this into sustainable work practices. The new Social Services Act (effective from July 1, 2025) emphasizes earlier and preventive interventions and crime prevention. You will play a key role in the transition to a more proactive and knowledge-based approach.

The assignment requires good cooperation both internally and externally.
A driver's license is required.
Upon employment, you must provide a criminal record extract and documents verifying work permits.
