**About the Position**
We are seeking a Unit Manager responsible for leading the Civil Duty unit.
The unit was formed by splitting a previous unit that encompassed several tasks into two units in September 2025. Today, the unit consists of approximately three employees and six consultants. The unit is responsible for investigating individuals' suitability for civil duty within the electricity supply, as well as training those on civil duty through both short basic training and recurring refresher courses. The assignment is new since the beginning of the year and involves some business development. The goal is to have 1,000 individuals on civil duty within the electricity supply by the end of 2028.
The role involves collaboration with several other authorities as well as stakeholders within the electricity supply and electrical installation industry. In the task of training individuals on civil duty, the unit's operations include procuring and following up on training providers. The assignment is characterized by a high degree of regulatory governance through, among other things, the Total Defense Duty Act and procurement regulations. These regulations must be adhered to for the assignment to be successful. The role is also expected to include analyses of whether the introduction of civil duty after conscription should be implemented for the electricity supply. Such an introduction could mean that Svenska kraftnät's responsibilities regarding civil duty are further scaled up in terms of training responsibilities.
As a Unit Manager, you will have personnel, budget, delivery, and work environment responsibilities, as well as a strategic responsibility to further develop the unit's capabilities.
As a Unit Manager, you will, among other things:
- Lead and develop the employees in the unit.
- Support collaboration with both internal and external parties.
- Be responsible for recruitment, competence development, consultant procurement, and staffing within your unit.
- Be responsible for the budget and follow-up.
- Actively drive change initiatives and improved working methods in collaboration with other parts of the organization.
- Represent the operations in external contexts.
- Be part of the section's management team and represent the unit in relevant steering groups.
- Develop the section's operations in close collaboration with your managerial colleagues.
The unit belongs to the Security and Preparedness department, which has over 100 employees.
The position is permanent and located at our headquarters in Sundbyberg, or alternatively in Västerås or Åsbro.

It is natural for you to view your area of responsibility as part of a larger context, both within the unit, the rest of Svenska kraftnät, and the electricity supply sector. It is important that you take initiative and have a positive attitude towards challenges that arise. **Education:**
You have a relevant university degree in fields such as political science, law, public safety, or engineering, or equivalent competence acquired in another way.
Furthermore, you have:
- Managerial experience with personnel and budget responsibility from a government authority.
- Experience in work involving regulatory authority over individuals.
- A valid driver's license (Class B).
- A good ability to express yourself verbally and in writing in both Swedish and English.
**Meritorious:**
- Several years of managerial experience with personnel and budget responsibility from a government authority.
- Experience in work related to preparedness and/or total defense efforts.
- Experience in handling government assignments with special appropriations.
- Experience in conducting government procurement.

- The position is located in Sundbyberg, Västerås, or Åsbro.
- Remote work up to 50% may occur if the tasks allow it.
- Travel is expected, primarily within Sweden.
- Valid driver's license (Class B).
