About this role
MSB works for a safer society in a changing world, focusing on the development of civil defense. As of January 1, 2026, we will be the Agency for Civil Defense. The Agency for Civil Defense has two clear roles: we are the leading, directing, and coordinating authority in civil defense, and we are the sector-responsible authority for the emergency services and the protection of the civilian population. The Agency for Civil Defense's vision is "Together for a Strong Civil Defense."
MSB carries out interventions and supports the coordination of other authorities' actions and measures during accidents and crises, both nationally and internationally.
Currently, the agency is continuously conducting over 100 operations abroad, as well as several EU-funded projects.
The organization is growing rapidly, and the need for support from project finance is both increasing and changing accordingly. We want to strengthen the project finance function with an additional project finance officer. As a project finance officer, you will support MSB’s international operations and projects. Your Responsibilities and Tasks
As a project finance officer, your tasks will include ongoing accounting and reporting of the agency's international projects and operations. The role includes finance-related work from start to finish regarding interventions, which means reviewing draft agreements, setting up projects and activities in the financial system, providing support during budgeting, ongoing accounting, support and training for project managers and operational staff, reporting to funders, participation in audit work, and other project-related tasks.
You are expected to take significant personal responsibility for your projects and areas of responsibility, as well as actively participate in the work of developing and documenting working methods and processes in various areas. You are expected to be flexible, and within the project finance function, it is important to support each other and cover where needed.
Your Knowledge and Competencies
We are looking for someone who has:
- An academic background in finance with a focus on accounting
- Ease in handling various systems and is accustomed to using different digital tools, such as Excel
- Strong ability to express yourself verbally and in writing, both in Swedish and English
- Good ability to read and understand advanced texts, both in Swedish and English
It is advantageous if you have:
- Experience from public sector work
- Experience in project accounting or reporting
You are analytical, meticulous, and flexible, with the ability to meet deadlines. We are looking for someone who is independent and has a knack for structuring their work and establishing contact with others, thereby creating trust and a good collaborative environment.

As of January 1, 2026, the employee and leadership criteria will be replaced by the Agency for Civil Defense's approach for employees and leaders: The approaches apply in everyday situations, crises, and wars. About the Employment
We offer you a fixed-term full-time position until December 31, 2026, with the possibility of extension.
Your workplace will be in Karlstad, and travel may be required as part of the employment.
The majority of our positions require security classification. Typically, Swedish citizenship is required. For positions classified in security, a security clearance with background checks will be conducted prior to employment in accordance with Chapter 3 of the Security Protection Act. Most employees at MSB are designated for military service.
About Us
The Finance Unit is part of the Department for Operational Support, which is responsible for organizing, managing, and developing the areas of IT, information management, HR, finance, internal services, and facility management, as well as operational development and procurement.
In the Finance Unit, we are over 20 employees based in Karlstad. The unit's task is to manage, develop, maintain, and follow up on the agency's financial reporting, accounting model, financial administration, analysis, and financial administrative systems. This includes designing, supporting, and managing financial administrative working methods and routines. The unit also provides support to the agency where operations are conducted with external funding that requires special reporting.
